- This is a market survey/request for information for contract support to develop a computer application to replace the AeroNav Products' existing Aeronautical Radio, Inc. (ARINC) Specification 424 encoding computer application. This tool must be capable of producing an ARINC 424 ASCII file for all types of area navigation (RNAV) and non-area navigation (commonly referred to as "conventional") terminal instrument flight procedures types as well as Standard Terminal Arrival and Departure procedures, and have the capability of outputting the associated FAA and DoD forms that contain the procedure coding such as an FAA form 8260-10.The responses to this request for information will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting proposals at this time. The FAA will not pay for any information received or cost incurred in preparing the response to the request for information. Therefore any cost associated with the request for information submission is solely at the interested vendor's expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set-aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged business that are certified by the SBA for participation in the SBA's 8(a) Program. The market survey responses will provide information for the FAA to consider in choosing its procurement method. The purpose of this request for information is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing the services per the attached Performance Work Statement (PWS). The NAICS code for this effort is 541511 "Custom Computer Programming Services - Computer Program or Software Development" $25M. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. In order to make this determination the FAA requires the following information from the interested vendors: 1. Capability Statement - This document should identify: Type of services provided by your firm, which should address your experience with the task required in the PWS. Size and type of services provided by previous contracts (elaborate and provide detailed information and past performance) Number of years in business Please respond by submitting a filled-out and signed copy of the Business Declaration form (please submit electronically, email to address below) All responses to this request for information must be received by 19 April 2011, 3:00 CST.
