- Synopsis for Engineering and Technical Support for Shelter, Radome and Tower Systems The Tactical Shelters Office (OO-ALC/GHSCC) provides worldwide mobile depot maintenance support to numerous weapon systems that are owned by USAF Major Commands, DoD, and other federal agencies. This requirement is for engineering services. Individual task orders to be placed on this contract will include sustaining engineering tasks, development engineering tasks and maintenance engineering tasks. The Tactical Shelters Office is currently developing advanced composites to replace existing shelters, radomes and towers. We are currently implementing this new technology in our products which requires new technical data creation and analysis. Because our office tracks and performs depot maintenance for shelters, radomes and towers worldwide, baseline configuration and operational support is required for these efforts. This effort will not include field repair and maintenance. This effort is a 100% Set-aside to Small Business and is restricted to Small Business offerors. The contractor shall have technical expertise in order to fulfill the requirements of this contract. The contractor shall have: • Experience/knowledge related to conventional shelter, radome and tower systems; including rapid modification of existing systems to meet the dynamic needs of the warfighter • Experience/ knowledge relative to the design, development, test, and implementation of advanced composites shelter, radome and tower systems • Experience/knowledge supporting the inclusion of reduced energy consumption and adapted energy saving/management technologies. Example technologies include: wind, solar, waste-to-energy, smart-grid/micro-grid technologies, and other emerging technologies • Experience/knowledge supporting the assessment and inclusion of shelter armoring technologies; thereby increasing the safety of personnel and the protection of critical deployed assets • Experience/knowledge related to Configuration Management, OSS&E and Systems Engineering principles and how they relate to the Combat & Mission Support Branch family of systems. • Experience/knowledge related to information systems to comply with applicable standards of data input into USAF electronic data systems • Experience/knowledge related to potential design and material solutions for fielded Combat & Mission Support Branch family of systems that have major deficiencies, including corrosion control • Experience/knowledge related to Engineering/Technical Data Packages • Experience/knowledge with UID process • Experience/knowledge with ANSI standards relating to shelters, radomes and towers • Experience/Knowledge related to Space and C3I systems engineering efforts required to review, assess, define and resolve technical or supportability deficiencies revealed in fielded RTS systems, products, materials, and configuration management processes with experience with System Engineering Plans, Configuration Management Plans, and the AF Systems Engineering Assessment Model and its use as a self assessment tool. The contractor shall perform tasks in accordance with separately issued Task Orders providing services as specified therein. The contractor shall use a systems engineering approach in the accomplishment of system design, engineering, development and manufacturing efforts; which in turn shall ensure that mission objectives and weapon system requirements relating to individual Task Orders are met. Tasks may require interaction outside of the Shelter's office such as with other contractors and on-base maintenance personnel and with other organizations and agencies. The following specific tasks may be applied to Individual Task Orders: • Systems engineering support • Analytical engineering • System integration • Independent engineering tests and validation • Development of engineering concepts • Reliability and maintainability analyses • Environmental impact studies • Energy and Power Systems Improvement • Process improvement • Development/qualification of new or obsolete items • New design/reverse engineering. • Design packages • Field support • Create/update ASTM Specifications • Create/update Technical Orders, manuals, drawings • Technical Data Research • Support for conferences and Technical Interchange • Configuration management The basic period of performance for issuing new task orders against the Contract shall be for 1 year following award. There will be two additional one year options that may be exercised. The anticipated Request for Proposal (RFP) release date is April 21, 2011.
