- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute (NHLBI) for the National Human Genome Research Institute (NHGRI), NIH Center for Translational Therapeutics (NCTT), to negotiate/award a purchase order to PerkinElmer Health Sciences, 710 Bridgeport Avenue, Shelton, CT 06484 for maintenance and service on ten Envision Multi-Label Readers. The mission of the NCGC is to apply the tools of small molecule screening and discovery to the development of chemical probe research tools, for use in the study of protein and cell functions, and biological processes relevant to physiology and disease. This request is for a service contract encompassing 10 PerkinElmer Envision instruments within the NIH Center for Translation Therapeutics (NCTT). The PerkinElmer Envision is a multi-label plate reader capable of reading luminescence, fluorescence, fluorescence polarization, and time-resolved fluorescence. These readers are an integral part of the screening operations conducted at NCTT. As such, these readers must remain in nearly constant operation and must be properly tuned for the generation of reliable data. Without proper maintenance, the readers could generate misleading and unreliable data, unbeknownst to the operator. Proper maintenance will also help to prevent instrument failure and avert the loss of expensive, ongoing assays. This service contract will provide one preventative maintenance visit for each instrument and cover the costs (parts, travel, and labor) of any necessary repair. These services will ensure reliable data and hasten repair in the event of instrument failure. Importantly, PerkinElmer is the only provider of this mission critical service and they do not authorize any other parties to service their instruments. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification Code (NAICS) is 334516 and the Size Standard is 500 Employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
