- The United States Marine Corps (USMC), Marine Corps Systems Command (MARCORSYSCOM), PG-13 Infantry Weapons Systems (IWS) Non-Lethal Systems (NLS), Quantico, VA intends to award on a sole source basis a Firm-Fixed-Price (FFP) contract under authority of the Federal Acquisition Regulation (FAR) 13.106-1(b), Soliciting From A Single Source to the Original Equipment Manufacturer (OEM), Combined Systems, Inc. (CSI) of 388 Kinsman Road, Jamestown, PA 16134, for the procurement of 1,392 40mm Flash-Bang / Smoke Combination Ammunition Cartridges for Day / Night Operations (P/N: 456117 / NSN: 1310-01-563-6423 / DDAC: 1310-BA33). The 40mm Flash-Bang / Smoke Combination Ammunition Cartridges for Day / Night Operations corresponds with the VENOM Non-Lethal / Tube Launched Munition System (NL/TLMS). CSI has the proprietary knowledge, expertise and rights as well as maintains the Technical Data Packages (TDP) for the current VENOM NL/TLMS 40 mm Flash-Bang / Smoke Combination Ammunition Cartridges for Day / Night Operations; therefore, CSI is the only known source that can manufacture and meet the Government's requirement. The estimated magnitude of the contract value is Not To Exceed (NTE) $150,000.00. The period of performance required is within 15 days after contract award. The North American Industry Classification (NAICS) Code is 332993 - Ammunition (except Small Arms) Manufacturing. The notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to meet the requirements by submitting a white paper, technical data for this requirement, and past performance data no later than April 12, 2010, at 2:00 PM (EST) to Point of Contact (POC) Milissa Dart, Contract Specialist (CS), Marine Corps System Command, 2200 Lester Street, Quantico, VA 22134 or milissa.dart@usmc.mil with reference No. M67854-11-Q-1043 notated.
