- This is a Sources Sought Notice for A/E Services at the VA Gulf Coast Veterans Health Care System, Panama City Outpatient Clinic, Coastal Systems Station, 6703 W. Hwy 98, Panama City Beach, FL 32407. The VA Gulf Coast Veterans Health Care System, Panama City Outpatient Clinic, is seeking the services of an Architect-Engineer firm as follows: A/E SCOPE OF WORK: BASE: Provide professional Architect/Engineer (A/E) Services to include preliminary services, site and site subsurface investigative work, planning consultations and visits, master planning, schematic design, design development, preparation of contract drawings and specifications, with Government Option for awarding Construction Period Services. AE will assist VA in the due diligence effort for the design of the JOPC, Joint Outpatient Clinic in Panama City. This is a project in conjunction with the Navy in Panama City Beach, Florida. Environmental Assessment by the Navy is ongoing, and the preferred site has been identified. Upon selection of the identified property, AE will prepare site investigations, master plans, schematic design documents, and design development documents, to develop approximately 28000 SF clinic for VHA. Design will include building, parking, roadways, irrigation, utilities, landscaping, signage. Construction period services shall include review of submittals and site visits, review of change orders and verification of payment requests. LEED's silver certification of permanent structures will be required. Once a thorough analysis of the users needs has been completed, the scope and method of meeting those needs may change and require a different approach. All work to be completed within 150-calendar days after "Notice to Proceed" is received by the contractor. The design includes all mechanical and electrical systems. Plumbing will include medical gas piping, sanitary, hot, and cold water systems. The HVAC system will include zoned air handlers, variable air boxes, etc. all controlled by a central computer system. The electrical system consists of standard electrical devices (220/120V) and low-voltage systems. The low-voltage systems will include CAT5 data and phone, nurse call, panic alarms, fire alarms, security entrance systems, etc. GOVERNMENT OPTION #1 There will be a Government Option for awarding the design of the adjacent replacement Navy Clinic. This separate building will be accessible by covered walkway to the VA JOPC. The facility will provide primary care, preventative medicine, and support services. Design Submittals shall include bid items and any design alternatives PROJECT DESCRIPTION: This is a Statement of Work to provide Architect-Engineering services for Final Design documents for the Panama City Medical Clinic Replacement, located at Panama City Naval Coastal SC, Florida. This project provides for a new replacement clinic patient care facility, which includes 5,312 square foot Medical Clinic space. Supporting facilities include utilities, site improvements, parking, access roads, signage and environmental protection measures. Sustainable design features will be included in the design, development, and construction of the facility in compliance with Energy Policy Act of 2005, Executive Order 13423, and current Navy energy guidance. This project shall meet appropriate design and energy requirements to be certified by the USGBC at the 'LEED Silver' rating. The project will be designed in accordance with criteria prescribed in DoD Unified Facilities Criteria (UFC) 4-510-01, Evidence Based Design principles, Medical Facilities Design Guideplates and MIL-STD-1691. This project shall include design for Anti-Terrorism Force Protection (ATFP) features and comply with ATFP regulations and physical security in accordance with Military Handbook 1024/1, Unified Facilities Criteria (UFC) 4-010-01 DoD Minimum Anti Terrorism Standards for Buildings. The building will be barrier free in accordance with DoD criteria and the DEPSECDEF Memorandum "Access for People with Disabilities" dated 10/31/2008. Services shall include a detailed Cost Estimate, Surveys, Borings, Water Flow Test, Equipment List (Government Furnished and Contractor Furnished). Services shall be in accordance with this scope (including attached Engineering Services Statement of Work), and the Unified Facilities Criteria (UFC) Design Criteria in the Whole Building Design Guide (WBDG) at http://www.wbdg.org. This sources sought is to determine availability of experienced A/E firms that have Service Disabled Veteran Owned Small Business (SDVOSB) status that operates within a 300 mile radius of the Panama City Outpatient Clinic. The construction cost range is between $5,000,000 and $10,000,000. Please answer the questions below and send them to Cynthia L. Davenport, Contracting Officer, at: Cynthia.Davenport@va.gov. Please be specific with examples. 1)Firm Name, Address, DUNS Number, years of A/E related experience, and distance from the Panama City Outpatient Clinic. 2)Has your firm directly worked in design projects related to Health Care? If so, be specific as to type, nature, location, services provided, amount of design/construction cost of the project, and provide a POC reference (name and phone number) for that project. 3)Is your firm currently able to directly provide all necessary architectural and engineering services to prepare complete drawings, specifications, technical reports, and cost estimates for the project. 4)Is your firm capable of providing all documents and designs electronically in the current versions of AutoCad/Architectural Desktop/Auto CAD MEP and Microsoft Word? 5)Is your firm listed in CCR, VETS100, VETBIZ, and ORCA as a SDVOSB with an applicable NAICS code of 541310? SDVOSB A/E firms that have experience in Healthcare design are encouraged to respond to this sources sought notice by 2:00 P.M. (CST) on April 18, 2011.
