Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to University of Memphis, 315 Administration Building, Memphis, Tennessee 38152 to provide support in interviewing/surveying, recruiting, and processing of interview data for the “Alzheimer’s disease and social networks” project. The sole source determination is based on the fact that National Institutes of Health (NIH) is the nation’s leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people’s health and save lives. The Social Network Methods Section (SNMS) is part of the Social and Behavioral Research Branch (SBRB) within the Division of Intramural Research (DIR) of the National Human Genome Research Institute (NHGRI). The mission of the section is to investigate the role of the familial social context in the dissemination of risk information and adaptation to disease risk. To that end, the SNMS seeks to develop effective family-based interventions to encourage communication among family network members about genetic risk information, as well as to mobilize related social support processes that increase appropriate screening regimens and health-promoting behaviors. The University of Memphis will collect social network data for the research project entitled “Alzheimer’s disease and social networks.” The current project aims to 1) evaluate social network systems (patients’ caregiving network and caregivers’ support network) of families affected by Alzheimer’s disease (AD), 2) determine structural characteristics of caregiving and support networks associated with participants’ well-being and perceptions about caregiving, and 3) evaluate beliefs about AD and caregiving among family members of AD patients in relation to the levels of AD risk based on family history. Additionally, University of Memphis will provide interviewing, data processing, and administrative support for the project entitled, “Alzheimer’s disease and social networks.” Contracting with University of Memphis to complete these tasks is necessary since the sample for this project is based in the community settings in Memphis, Tennessee. University of Memphis will work with the Apple Grove Alzheimer’s & Dementia Care Residence in Memphis, TN to recruit study participants. The staff at Apple Grove has developed a rapport with the patients and their families who receive care at their facility both in their residential and day-care programs. The University of Memphis is a local institution that is trusted and very familiar to the patients and families at Apple Grove. The lead Principal Investigator on the study, has a significant understanding of the study’s objectives and possesses knowledge and experience working with families of individuals affected by dementia. It would be disruptive for a different Contractor to conduct this study. The Contractorwill provide the following support on the project: • The Contractor will administer the assessment surveys to study participants (in-person, online, and telephone interviews). • The Contractor will conduct recruitment of the participants. • The Contractor will serve as a point contact for participants throughout the project. • The Contractor will enter data into electronic database and conduct quality control. Industry Classification (NAICS) Code is 611310, Colleges, Universities and Professional Schools, with size standard of $7.0M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001).and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-50 (March 16, 2011). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by April 4, 2011, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
