- TITLE: FA4809-11-Q-0140 Sole Source Acquisition for T-Metrics Automatic Call Distribution (ACD) System Maintenance Software Subscription Service & Extended Service Support at Seymour Johnson AFB. The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to T-Metrics Inc.. The service and maintenance will apply to the existing T-Metrics Automatic Call Distribution (ACD) System that includes but not limited to software and hardware maintenance, updates to call trees, system troubleshooting, and sytem software for the 4th Communication Squadron and the 4th Medical Group at Seymour Johnson AFB. STATEMENT OF WORK for T-Metrics Automatic Call Distribution(ACD) System Maintenance Software Subcription Service & Extended Service Support 1. SCOPE: The contractor shall provide all equipment, materials, labor and service required to provide a technical solution that includes updates and maintenance to the T-Metrics system to include but not limited to software and hardware maintenance, updates to call trees, system troubleshooting, and system software updates. The contractor will also provide 24/7 access to technical support and on-line training. Only T-Metrics manufactured software must be installed in this system. The contractor shall maintain and configure the following T-Metrics ACD equipment as follows: 48-port ACD system: two PC servers/Multi-Port Gateway (MPG) boxes, 30 Agent T-Metrics Audio Process (TAPs), 5 supervisory listen and view HASPs manufactured by T-Metrics. Unlimited Access as follows: 24/7 access to download latest version of maintenance releases 24/7 access to New Feature version releases of the application of the code 24/7 access to Documents describing bug fixes and new features 24/7 access to online training of new agents from T-Metrics Free changes to existing ACD Menus with 30-day turn around 24/7 emergency access to technical support 2. LOCATION: This work is to be accomplished at the 4th Communications Squadron (Building 3200) and the 4th Medical Group (Building 2800), Seymour Johnson Air Force Base, North Carolina. 3. WARRANTY: The contractor shall guarantee all workmanship and installed equipment for a period of one year after completion of work. In the event of any equipment failure during this period, the contractor will provide the replacement component within three (3) business days. 4. WORKMANSHIP: The maintenance and configuration of the T-Metrics ACD system will be the responsibility of the contractor. The contractor shall provide all qualified personnel, equipment, and services required to maintain the system with standard commercial practices. The 4th Communications Squadron will perform Quality Assurance inspection for compliance with standard installation practices. 5. CLEANUP: The contractor is responsible to return the work site to the condition in which it was found. If removal of equipment and/or material is necessary to perform, or required by this contract, the contractor shall be responsible for disposal and shall comply with all applicable industry rules and regulations. Government point of contact shall be notified prior to disposing of any government owned materials/equipment. 6. PERIOD OF PERFORMANCE: The period of performance is a Base Year of 12 Months Plus Three Options Years (from date of award). 7. WORK HOURS: The contractor shall observe the same work hours of the 4 CS/SCX, Monday through Friday, 0700 to 1700 hours or make arrangement to deviate from this schedule when it interferes with normal operations; this shall be pre-coordinated with the 4th Communications Squadron, Commercial Communications (919) 722-7304 and accomplished during designated maintenance times. 8. INITIAL UPGRADES/ADJUSTMENTS: The contractor shall accomplish all initial software upgrades and call tree adjustments within 24 business hours (from date of award). This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 01 Apr 11 at 11:00 A.M. APPLICABILITY OF AUTHORITY: Request to purchase a T-Metrics maintenance contract for the current equipment installed at the 4th Communications Squadron and the 4th Medical Group at Seymour Johnson AFB NC. The original equipment/systems were awarded by Headquarters Air Combat Command (ACC); this was a full and open competition requirement which supported multiple installations within ACC. This requirement provides maintenance and technical support that must be compatible with the current configuration and equipment manufactured by T-Metrics Inc. The manufacturer is the only source that can provide these services. Only T-Metrics software updates and maintenance capabilities are operable with existing equipment and there are no distributors able to meet all aspects of this requirement. The manufacturer is the only source of able to meet all aspects of this requirement.
