- SF-1449 Cover Letter Attachment B2 - Collective Bargining Agreement Multiple Attachments and Exhibits Attachment A - Wage Determination RRB11R005 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular No. 2005-48. The intention of this solicitation is to procure armed protective guard services at the U.S. Railroad Retirement Board headquarters building at 844 N. Rush Street, Chicago, IL 60611 by means of a competitively negotiated fixed price contract. Any offeror must be registered and licensed in the State of Illinois as a provider of armed guard services at the time of submission of the proposal, at the time of contract award and throughout the contract performance period. The Contractor shall furnish all labor, supervision, materials, equipment and management necessary to provide one (1) armed guard, 24 hours per day, 365 days per year. In addition, the contractor shall provide a second armed guard from 5:30 a.m. until 6:30 p.m., Monday through Friday, excluding Federal holidays, and a third armed guard from 9:00 a.m. to 3:00 p.m. Monday through Friday, excluding Federal holidays. The current contractor for armed protective guard services is held by E.L.A. Security, Inc. under a Collective Bargain Agreement which refers to Wage Determination (WD) No. 05-2167 on Contract No. RRB09C003, in the firm fixed price amount of $39,262.07 per month. Access to the building/facility may be obtained for inspection purposes by contacting Mr. Scott Rush, at the Headquarters Building, 844 N.Rush Street, 2nd Floor, Chicago, IL 60611 between the hours of 8:00 a.m. and 4:30 p.m., Monday through Friday at (312)751-4566. For the purposes of this solicitation, a site visit will be held on April 6, 2011 from 9:30 a.m. until 11:30 a.m. Attachments 4 and 9 and Exhibit XI provides information on the RRB's Guard Post Orders which contain sensitive but unclassified information or Privacy Act Data. For security reasons, this exhibit shall be provided to you upon request. Your request must be on your company's letterhead. This exhibit will not be submitted with this solicitation document. Any unauthorized review, use, disclosure or distribution of this attachment is prohibited. All inquiries shall identify the solicitation number and be addressed and/or faxed, (312/751-4923) tome. The U.S. Railroad Retirement Board (RRB) is a federal government agency governed for procurement by the Federal Acquisition Regulation (FAR) and operations and management by the Office of Management and Budget (OMB). RRB's operating budget fiscal year is currently funded for the period October 1 through April 8, 2011 under new appropriation from by Congress. The RRB remains constrained on funding to support armed protective services. RRB, therefore, requests that our business partner provide mutual consideration and accept any offered iterative funding of our annual armed protective services coverage without penalty until Congress has fully funded this agency's 2011 fiscal year budget. A definitive date is not forthcoming as to when full fiscal year 2011 funds will be made available to all federal agencies by Congress. A bid guarantee must accompany your proposal in the amount representing 20 percent of the annual bid price for the initial twelve (12) month period. RRB will accept electronically submitted proposals. If the offeror elects electronic commerce for submission of its proposal, only one hard copy of the entire proposal package must be submitted by the time and date specified in the solicitation to 844 North Rush Street, Acquisition Management-Procurement, Chicago, Illinois 60611. The agency will accept Microsoft Office 2007 (Word, etc.) or PDF documents, via disk or email. Electronic submissions shall be sent to proposals@rrb.gov. An electronically delivered proposal not received by the time and date specified in this solicitation shall be handled in accordance with FAR 52.212-1(f), "Late submissions, modifications, revisions, and withdrawals of offerors". Proposals shall be submitted on or before Noon, Central time April 15, 2011. Mark outside of the envelope "RRB11R005 Enclosed" and offeror's name and address. Any further questions regarding this RFQ must be submitted to the RRB by April 8, 2011 by 9:00am central time and in writing on company letterhead and sent by email to Velinda.nix@rrb.gov, Acquisition Management - Procurement or faxed to 312/751-4923. The offeror signifies with submission of its offer in response to this solicitation that it has contacted the local union and agrees to enter into the collective bargaining agreement with the Union.
