PDF of Entire Document RFQ for Coach/Mini Bus Vehicle Leases - 100th LRS - Reference (FA5587-11-A-0003) Requesting Agency: 100th Logistics Readiness Squadron --100 LRS/LGRDDO RAF Mildenhall, Bury St Edmunds, Suffolk, IP28 8ND, United Kingdom Purchasing Agency: 48th Contracting Squadron - 48 CONS/LGCB RAF Lakenheath, Brandon, Suffolk, IP27 9PN, United Kingdom The 48th Contracting Office intends to establish a blanket purchase agreement (BPA) for Coach and Mini-Bus Vehicle Leasing. A BPA is a simplified method of filling anticipated repetitive needs for supplies or services. It is a written instrument of understanding, negotiated between a contracting activity and a contractor, that (1) contains contract clauses applying to future contracts between the parties during its term and (2) contemplates separate future contracts that will incorporate by reference or attachment the required and applicable clauses agreed upon in the basic agreement. A basic agreement is not a contract. This is an agreement, not a contract. There is no obligation for either party until a call is placed. If the contractor accepts the call the government will utilize the approved price list. When a call is placed, the terms of the call must be in accordance with the terms of the BPA itself (Clauses, Statement of Work, and Terms and Conditions) and the extent of obligation is only for what was ordered in each accepted call. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50 dated 16-March-2011. SUBMISISON SPECIFICS: All submissions must include the following information: 1. Submission shall include the contractor‟s Technical Capability as follows: Contractor shall provide documentation to indicate vehicle specifications which comply with mandatory criteria as listed in the Statement of Work. 2. Contractor shall provide a completed price list. 3. Companies or individuals complete mailing and remittance address 4. Discounts for prompt payment- if any 5. Submissions are due to this office no later than 4:00p.m. Greenwich Mean Time, 04 April 2011. Submissions may be faxed to 01638-52-2189 or if dialing from outside United Kingdom 011-44-1638-52-2189, or sent via e-mail to garrett.silva@lakenheath.af.mil EVALUATION OF PRICE LIST: Price Lists and Technical Capability will be evaluated on the basis of „Best Value‟ to the Government in accordance with FAR parts 12 and 13. The Government reserves the right to enter into multiple agreements in response to the RFQ. PRICING SCHEDULE: Potential Offerors are to fill out the attached price list for the supplies/services stated within the Statement of Work: -Prices shall be all inclusive (i.e. all material, transportation, labor, maintenance, coverage, etc.) -Prices shall be quoted in Great British Pounds (£). See attached documents for full text of Price List, Terms and Conditions, and BPA documentation.
