Description
This announcement constitutes a Sources Sought (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a service requirement entitled: Security Guard Services at Walla Walla District Headquarters. Consideration is being given to issuing a Firm Fixed Price contract. The purpose of this sources sought notice is to determine interest and capability of potential qualified 8(a) small businesses, Historically Underutilized Business Zone (HUBZone) small businesses and Service Disabled Veteran Owned Small Businesses (SDVOSBs) relative to the North American Industry Classification code (NAICS) 561612. The Small Business size standard for this NAICS code is $18.5 million. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will depend on the responses to this sources sought synopsis. SUBMISSION REQUIREMENTS FOR SOURCES SOUGHT: (1)Your intent to submit a proposal for this project when it is formally advertised. (2)Name of your company with address, phone and point of contact. (3)CAGE Code, DUNS number, and Employment/Tax Identification Number (EIN/TIN). (4)The category of small business or subcategory, such as 8(a), HUBZONE, or SDVOSB. (5)Capabilities Statement, not exceeding 3 pages, which demonstrates in similar work your: -Experience -Technical Competence -Equipment -Past Projects with $ dollar value, and customer contact information. -Answers to questions below pertaining to the Army Standards for Security Guards If an adequate number of responses are not received, this solicitation may be issued for full and open competition. After reading the Standards, we request you answer the following questions below to the best of your ability and knowledge. a. Are you currently capable of providing service according to the regulatory standards as attached? b. If you currently do not provide services under the standards listed, (1) Which standards do you not conform to? (2) Would you be able to provide service under the standards as attached? (3) How long would you estimate before you were able to achieve and fulfill the attached standards? c. Do you currently provide services to any Federal Agencies? If you do, please name them and include the contract number. 2.Hours of duty performance will be either 12 hours a day or 18 hours a day Monday Through Friday. The front desk must be continuously manned between the hours of 0730 and 1600 (including lunches and breaks). Patrols of the area (outside) are conducted at a minimum of 3 times a day at random intervals, with one patrol being conducted during District hours of operation. a. How many man-hours per week/month do you estimate will be required to provide support for 12 hour days? b. How many man-hours per week/month do you estimate will be required to provide support for 18 hour days? 3.Taking into consideration the factors as provided in this email, would you be able to roughly estimate a hourly, weekly, monthly or annual costs to provide service to this organization? 4.If you are able to estimate the costs of service, would you provide those costs below?
