Description
The U.S. Geological Survey (USGS), Geology and Geophysics Science Center, has a requirement to evaluate undiscovered oil and gas resources of the world. A common, but critical aspect of this work is the need for high-level statistical guidance necessary to produce probabilistic estimates or models of the estimated resources and their geological occurrence. This effort requires (1) a thorough understanding of petroleum resource assessment methodology of various type as used by the U.S. Geological Survey in Alaska, the 48 contiguous states, and the world; (2) an advanced knowledge (Ph.D. level of higher) of probability and statistics, as applied to geological resource issues, (3) a broad background in basic statistical approaches and methods, and (4) a strong record of publication, professional presentation, and experience that demonstrates these technical requirements are satisfied. Dr. Schuenemeyer at Southwest Statistical Consulting, LLC, Cortez, CO is, to the USGS's knowledge, the only interested and qualified contractor because he possesses the relevant knowledge, experience and capabilities for performing the work described above. Also Dr. Schuenemeyer has an unsurpassed knowledge of the application of statistics and probability theory to practical problems of earth science in general and resource analysis in particular.Therefore, the government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b) (1) to Southwest Statistical Consulting, LLC. Other interested concerns having the ability to meet the USGS requirement may submit a capabilities statement to the Contract Specialist no later than the closing date of this announcement at 1500 local time. All submissions will be evaluated to determine if competitive opportunities exist. If no competitive opportunities exist, solicitation G11PS00275 will be made available to Southwest Statistical Consulting, LLC on or about 04/08/2011. This notice and any resulting solicitation or purchase order conforms to the requirements in place through FAC 2005-50, effective 16 Mar 2011. NAICS 213112 - Support Activities for oil and gas operations, for which the associated size standard is $7.0 million.
