THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This serves as a "Notice of Intent" of the Air Force Research Laboratory, Information Directorate's intent to issue a modification to increase the maximum ordering amount of the basic contract FA8750-10-D-0042, titled "Tactical Targeting Network Technology Development (TTNTD)" on a sole source basis. The current contract maximum ordering amount is $49.9M and the contemplated maximum ordering amount increase is $35.5M for a new maximum ordering amount of $85.4M. This contract is being performed by Rockwell Collins Incorporated, Government Systems, CAGE Code: 13499. The Air Force plans to solicit and negotiate with only one source under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(A), to increase the maximum ordering amount of the TTNTD contract. Worldwide urgent needs and contingency operations have created contractual demands that exceed the current TTNTD maximum ordering amount. The services provided by Rockwell Collins Incorporated that must continue without interruption include TTNT Terminal builds, upgrades, refurbishment, maintenance, and training to support urgent contingency operations, software configuration management of TTNT waveform software, continued development and qualification testing of TTNT Waveform version 7 software, TTNT Terminal interoperability testing with Quint Networking Technology (QNT) terminals, troubleshooting software and hardware problems, and on-going exercise and demonstration support. Without the capability to obtain these highly specialized services, contingency operations will be jeopardized and TTNT and QNT users will quickly experience mission performance degradation, and possible mission stoppage. The Air Force believes that Rockwell Collins is the only responsible source for continued development of highly specialized TTNT equipment and software for the immediate need of the warfighter, and that award to any other source would result in substantial duplication of costs (which could not be recovered through competition).
