Description
This project will be for an Indefinite Delivery Indefinite Quantity (IDIQ) Contract for Construction. A unique feature of Dept of Veterans Affairs Indefinite Delivery Indefinite Quantity (IDIQ) Contract(s) for Construction is the use of a published Unit Price Book (UPB) to establish the direct material, labor, and equipment price for the specific work to be performed for each individual construction project. After reaching a negotiated agreement as to which UPB line items and quantities meet the task order requirements, the indirect costs, overhead, and profit are then included by multiplying the UPB raw costs by the appropriate coefficient factor established for the contract. This will result in a definitive firm fixed price for the specific project task order. The contract will consist of a one year Base ordering period with a maximum dollar amount of $3,000,000.00 for all task orders and will also have two Option ordering periods of one year each, with a dollar limit of $3,000,000.00 for each Option period. If all options are exercised, the maximum potential dollar amount of contract will be $9,000,000.00. The total contract completion time shall not exceed three years. The minimum amount for any individual task orders issued for each contract will be $20,000 (unless the selected firm is an Emerging Small Business) and the maximum amount for any individual task order will not exceed $500,000.00. Minimum Obligation. In accordance with FAR 16.504(a) the Contracting Officer has determined that the minimum obligation for the IDIQ contract awarded under this solicitation will be ($20,000.00). This minimum obligation falls within the size limits for individual orders. Therefore, the minimum obligation will be met by the issuance of one or more task orders. This minimum obligation amount applies to the entire contract, even if the options for up to two additional one-year ordering periods are exercised. This Indefinite Delivery Indefinite Quantity (IDIQ) Contract for Construction will be located at: 1.Ralph H. Johnson VAMC, 109 Bee Street, Charleston, SC 29401-5799 2.Community Based Outpatient Centers and Vet Centers located in: a.North Charleston, SC b.Savannah, GA c.Myrtle Beach, SC 3.Beaufort National Cemetery The general scope of work is for construction, maintenance, repair, and alteration of existing real property facilities and assets, including site and utility work, located at the VA Medical Center and supported facilities. Work will be issued by individually negotiated task orders. The contractor shall furnish all labor, materials, tools, equipment, transportation, and qualified supervision necessary to accomplish these Task Orders. All construction services shall be provided in accordance with the technical plans and specifications provided for each project task order, and shall comply with applicable building codes and environmental/safety regulations. (2) The type of construction services includes, but is not limited to: - Demolition (including Lead/Asbestos removal and Disposal); - Concrete; - Masonry; - Metalwork; - Carpentry; - Thermal and Moisture Protection; - Doors and Windows; - Interior & Exterior Finishes; - Specialties (including Equipment & Furnishings); - Fire Suppression; - Plumbing; - HVAC (including Testing and Balancing); - Electrical (including Communications & Security); and - Exterior Site Improvements. In order to provide timely response to new task order requirements, the contractor shall be able to respond to requests for on-site meetings within no less than two and one-half (2-1/2) hours. This requirement can be met by operating out of the contractor s home office, if it is located close enough to the given VA Medical Facility. As an alternative, the contractor may choose to operate out of an established satellite office, provided it is close enough to meet the response time and is staffed by the contractor s principal representative authorized to engage in binding negotiations. However the requirement is met, for the entire duration of the contract, the contractor must comply with the 2-1/2 hour response time during normal business hours from 8:00 am to 4:30 pm, Monday through Friday, excluding federal holidays. Consideration is limited to Service-Disabled Veteran-Owned Businesses, and the solicitation will be issued as a Sealed Bid. The NAICS Code for this requirement is 236220 and the Small Business Size Standard is $33.5M. This notice is issued subject to the availability of funds and is not a request for proposal. The solicitation will be issued on the Federal Business Opportunities Website on or about April 26, 2011.
