Description

This is a Pre-Solicitation Notice being released for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) Part 5.2. This Pre-Solicitation Notice is issued to inform prospective Contractors of the intent of the Department of Veterans Affairs, VISN 2 Network Contracting Activity to negotiate a commercial item (FAR Part 12) contract for a Texting Dashboard service that will allow Veterans and family members in crisis to send text messages to employees of the VA National Suicide Prevention Hotline. The service provided by the contractor must be capable of providing a œdashboard  type interface that allows employees to carry on multiple texting sessions. The service must have the ability to trigger an immediate automated response based on keywords in the original message received from the texter. The VA National Suicide Prevention Hotline employee would then respond back to the texter via the œdashboard  interface which would be accessible on their desktop workstation. The National American Industry Classification System (NAICS) code for this procurement is 517210 with a size standard of 1500 employees. This solicitation will be unrestricted full and open competition. Award will be made on the proposals that offer the best value to the Government. Evaluation factors will include technical acceptance, and price. It is anticipated that this will be a single award contract. The solicitation will be issued on or about March 31, 2011. All questions must be in writing and may be emailed to Les.Lecceardone@va.gov. The offeror is responsible for downloading all documents including amendments at the website listed above, without further notification from the VA Contracting Officer. Contractors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov and Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov/login.aspx. New vendors wishing to conduct business with the VA must complete and submit a Standard Form (SF-3881) to VA FSC; it can be submitted by fax to (512) 460-5221. When the Request for Proposal (RFP) is released, it will be issued via the Federal Business Opportunities website (www.fbo.gov).
