- Description
- This contract action was accomplished using other than competitive proceddures because a statute exists that exxpressly authorizes or requires that the acquisition be made from a specific source (FAR 6.302-5(b)(4); specifically a sole source award under the 8(a). Per FAR 6.302-5 a J&A is not required for this award. B3909: Modify the primary-secondary configuration to a variable-primary-flow configuration, replace chiller. Remove chiller CH-1, along with associated primary (P-4) and condenser water pump (P-8); furnish and install new 1,000-ton water-cooled chiller, primary chilled water condenser pump, modify equipment pads and electrical service. Furnish and install controls required to connect new equipment to existing Direct Digital Control (DDC) system, install new variable speed drives (VFD) on remaining existing primary and condenser water pumps, modify bridge piping into minimum-flow bypass with control valve; install new temperature sensors. Replace cooling tower components as necessary. B3291: Modify central chilled water plant to variable primary flow system, re-using existing chillers. Retrofit existing cooling towers with nozzles and dams, replace existing condenser water pumps, add VFDs to existing cooling tower fans, replace motors; modify cooling tower sequence of operation for maximum plant efficiency. Replace two existing primary chilled water pumps, install three new chilled water pumps, modify piping to unitize pumps with chillers. Install differential pressure transmitters, install a minimum-flow bypass pipe with two-way control valve, adjust chilled water temperature set point for maximum plant efficiency. Replace cooling tower components as necessary.
