Description
U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City (EAD-KC), 601 East 12th Street, Room 1756, Kansas City, Missouri 64106. This Sources Sought Notice is issued for the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City (EAD-KC), to conduct a market survey to determine if there are a reasonable number of interested small business concerns to set this project aside. If your firm is a Small Business, certified HUBZONE, 8A, Small Disadvantaged or Service Disabled Veteran Owned Business and you are interested in this project please respond appropriately. The construction entails renovation services for the Atlantic Oceanographic & Meteorological Laboratory (AOML) Laboratory Fire Alarm and Sprinkler Renovation project located in Miami, FL. The laboratory consists of a total approximate square footage of 55,000 square feet. Renovations include mechanical, electrical, and plumbing. Types of work that may be required are: the retrofit of a new automatic sprinkler system and stand pipe system and to modify the existing Fire Alarm System as required for compliance with NFPA 72, the installation of a total flooding gaseous fire protection system, the installation of concealed pendant sprinkler heads through buildings (in lieu of semi-recessed) sprinkler heads, and fire pumps replacement. The NAICS for this project is 236220 and the small business size standard is $33.5M. The estimated magnitude of the project is between $500,000.00 and 1,000,000.00. All interested Small Businesses, certified HUBZONE, 8A, or Service Disabled Veteran Owned Business contractors should respond to this survey by email NLT 04/08/2011 by 12:00 Noon Central Daylight Time. Responses should include: Please only include a narrative of the requested information; additional information will not be reviewed. 1. Evidence of successful experience on construction projects of a similar size, type and scope during the past five years in the state of Florida. Include contract numbers, project titles, total project dollar values and points of contact with current contact information to include telephone and facsimile numbers and e-mail addresses. 2. Evidence of established subcontracting relationships on comparable recent projects. 3. Include a statement verifying the contractor will self-perform at least 15 percent of the cost of the contract for general construction, not including the cost of materials, with its own employees or 25 percent for special trade contractors and how it will be accomplished. 4. Evidence of ability to successfully complete comparable recent projects at the required quality level, on schedule and within budget. 5. Evidence of current Central Contractor Registration (CCR) documenting size status and other socioeconomic qualifications, certifications, or verifications. 6. Provide evidence of bonding capacity and the capability of obtaining performance and payment bonds for the project in the dollar range listed above. 7. A positive statement of intention to submit an offer as a prime contractor under any resulting solicitation. Please only include a narrative of the requested information; additional information will not be reviewed. Submissions provided in response to this notice will not be returned. All submissions received will be evaluated by qualified NOAA professionals. A determination by the Government to restrict competition for this project based on responses to this notice is solely within the discretion of the Government. Information received may also be used in market research for other similar work in the general area of this project. This is not a request for proposals. Nor is it an offer to contract or a solicitation for bid. This announcement does not create any obligation whatsoever on the part of the Government. The Government does not intend to award a contract on the basis of responses to this notice nor otherwise pay for the preparation of any information submitted in response to this notice. Acknowledgement of receipt of responses will be made via e-mail. Respondents will not be notified of the Governments evaluation of the information received. It is anticipated that a single set aside solicitation for the entire Laboratory Renovation will be issued for this project. It is expected that it will result in a firm fixed price contract award. Submissions in response to this notice must be received no later than fifteen days from date of this notice. Electronic submissions are required. Please "Zip" your submission files prior to sending.
