- The Federal Aviation Administration (FAA), Eastern Logistic Service Area, Southern Region, ASO-52 ATL, College Park, GA has a requirement for the Construction of the Airport Surveillance Radar-8 (ASR-8) Buildings in San Juan, Puerto Rico and Saint Thomas, US Virgin Islands. This procurement will be conducted under "Full and Open Competition" and is offered to all qualified, responsive concerns. In addition to other factors, the FAA (we, us) will evaluate offers on the basis of advantages and disadvantages to us that might result from making more than one award (multiple awards), AMS Clause 3.2.2.3-34 Evaluating Offers for Multiple Awards (July 2004) Estimated performance time: 175 calendar daysEstimated Project Price Range Saint Thomas ASR-8 Building Replacement Project: $500,000.00 - $1,000,000.00Estimated Project Price Range San Juan ASR-8 Building Replacement Project: $250,000.00 - $500,000.00 The NAICS code for this acquisition is 238390 - Other Building Finishing Contractors - Standard Size - $14 million In accordance with AMS Clause 3.2.2.3-63 Site Visit (Construction)(July 2004), a site visit has been schedule for the following dates and times: Wednesday ------April 20, 2011 - ASR-8, San Juan - 1:00 PM Local TimeThursday -------April 21, 2011 - ASR 8, Saint Thomas - 10:00 AM Local TimeFriday ---------April 22, 2011 - TBD - 8:00 AM Local Time Point of Contact for the site visits:Neil Bolen @ 404-389-8692 or by email at neil.bolen@faa.gov To be considered for award of this project, the contractor must be currently registered in the Central Contractor Registration (CCR) database (website: www.ccr.gov). When responding to this Screening Information Request/Request For Offer (SIR/RFO), each offeror is required to submit a technical proposal and a cost breakdown proposal in addition to all the required documents outline in accordance with the Screening Information Request (SIR) provision in Section L entitled, "Required Documents." Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at the FAA Southern Region Office. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at the Southern Region Office. In accordance with SIR Section L AMS Cluase 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 4:00 p.m. EST, April 28, 2011, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. This SIR/RFO is not to be construed as a contract or a commitment of any kind.
