- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA) National Marine Fisheries Center located in Seattle, WA on a sole source basis with California Academy of Sciences. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide expert identification and archiving of marine invertebrates obtained by benthic trawling of Alaskan marine waters. The following taxa will be identified to species level: Gorgonaceae, Pennatulaceae, Alycyonaceae, Gastropoda, Bivalvia, Decapoda, Articulata, and selected echinoderms; other taxa will be identified to a field identification level. California Academy of Sciences (CAS) Department of Invertebrate Zoology and Geology has archival holdings of about 310,000 lots, making it one of the top ten international collections in the United States. Their holdings come from the entire North Pacific, including Alaska. The CAS has successfully completed two four year contracts with NOAA, Alaska Fisheries to provide expert identification and curation of Alaskan invertebrates obtained in the NMFS bottom trawl surveys. The project resulted in curation of over 3,500 voucher specimen lots. Thus CAS is in a unique position to compare invertebrates from NMFS trawl surveys collected in other parts of Alaska to those collected in the Bering Sea. The Government intends to negotiate a firm fixed price contract with period of performance commencing approximately from June 1, 2011 through May 31th, 2012 with one option year. The North American Industry Classification System Code (NAICS) of this procurement is 541690 with a small business size standard of $7.0M. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a simplified acquisition. ****The Western Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
