- Notice to Industry: The associated solicitation number was previously announced under solicitation number W912CL-11-R-0001 and posted to ASFI and FBO on March 18, 2011. All future announcements for this requirement will be associated with the new solicitation number. Revision to previously posted synopsis: A change has been made from the previous requirement for the installation of well pump with all lines and connections to the existing water well. It is no longer a requirement for the Contractor to furnish all the materials. The Government will furnish the well pump and all materials needed to install the pump. The Contractor shall provide all labor, equipment, and transportation required to install the pump and connections. The project includes, site works, clearing, drilling, plumbing, and installation. The NAICS for this acquisition is 238220. The estimated construction cost for this project is under $25,000.00 dollars. Place of Performance: Project is located at base camp Mandrin located in the Republic of Haiti. Coordinates for this location are N19o25'12.69" and W072o36'11.09 site is accessible by land, and air. The location may be considered a high risk area, recommend that all interested sources, both local and U.S. check the U.S. State Department travel advisory website for any travel advisory information for that location. Contract Information: The resulting contract type shall be firm fixed price. The award will be based on Lowest Price considering Past Performance which will be cited in the solicitation. The period of performance of this contract is based on 10 calendar days from the date of the award. Obtaining the solicitation: The solicitation will be issued unrestricted to allow U.S. and non U.S. firms to participate. The solicitation will be available for download from FedBizOpps - website: http://www.fbo.gov. The solicitation, and the associated documents for this project, will not be issued on CD unless there are technical difficulties that cannot be promptly corrected on the FedBizOpps website. All notifications of changes to this solicitation shall be made through the Internet only. It is the contractor's responsibility to check for any posted changes to the solicitation. The solicitation and any future amendments to the solicitation will be available for download via the FedBizOpps website on or about 28 Mar 2011. CCR/FBO Registration: Potential offerors MUST register at http://www.fedbizopps.gov in order to receive notification and/or changes to this solicitation. All contractors MUST be registered in the Central Contractor Registration database or their quotes may not be considered. Contractors can obtain further information on the Central Contractor Registration (CCR) at web site http://www.ccr.gov. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. Availability of Funds: Funds are not presently available for this project. The Governments obligation under this contract is contingent upon availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor received notice of such availability, to be confirmed in writing by the Contracting Officer. Contemplating Awardee: Since the contemplating contract is to be awarded by the contracting activity located in Fort Sam Houston, Texas and to be performed in Panama, the offerors must meet the following two requirements for OCONUS: (1) DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7, "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
