Description
The Marine Corps Warfighting Laboratory (MCWL) seeks to obtain market research information from sources capable of fully satisfying the requirement for a commercial-off-the-shelf (COTS) hand held data devices that hosts processor-intensive applications for small unit leaders. This market research is for informational purposes only and should not be construed as a commitment of any kind. MCWL is conducting a market research day to determine the availability of commercial off-the-shelf hand-held data devices that host processor-intensive applications for small unit leaders. MCWL is interested in identifying leading edge and state-of-the-art data device technologies necessary to terminate advanced wireless radios and applications in order to enable command and control capabilities in a dismounted and dispersed environment. The Government is focused on seeking suitable hand-held commercial technologies capable of hosting processor and graphics-demanding applications. Products identified through this research may be considered as candidate technologies to participate in the MCWL Enhanced MAGTF Operations experimentation from FY 11-15. Guidelines for C2 hand-held data devices include: - Small hand-held data device delivering high-speed processing and three-dimensional map rendering capabilities with minimal weight association; - Sufficient processing memory and graphics capability to run multiple applications simultaneously, render three-dimensional mapping, and display video and still imagery; - Operating System should be either Windows and/or Android; - USB 2.0 and/or 3.0 host capable and Bluetooth Wireless connectivity; - Support RS-232 connections via a serial to USB cable (does not require a serial port); - Have a screen size greater than four inches but less than eight inches and be multi-touch capable; - Interface with flash memory; - An integrated camera is desired but optional; - A ruggedized version is desired but optional; - Battery life lasting at least 12 hours; - And, required training to setup and operate must not exceed 30 minutes. Concept of Operations: MCWL is interested in providing small unit leaders, regardless of their location, the ability to process data, rapidly access and transfer data files, view imagery and video, and terminate and display Position Location Information (PLI). This would facilitate the gathering of information quickly, accurately, and selectively; it should assist in providing the right information in a timely manner to the right person in the right place and in the right form. This ability should be organic to the user and must not place additional burden on the user ™s combat load. To facilitate planning efforts, MCWL will host an Industry Day from 11-15 April, 2011, at the Naval Surface Warfare Center (NSWC) Dahlgren, Virginia. Sources capable of fully satisfying the above requirements should submit to the Government an informational document describing their technologies in relation to the guidelines listed above. This document shall be no more than ten (10) pages in adobe acrobat format. This document shall clearly identify operating system, processor speed, RAM amount, HDD/internal storage capacity, display size, graphics capability, and interface/connection types. The Government encourages timely, concise, and accurate responses. The Government will review the informational documents and schedule one-on-one conferences with interested parties during the period of 11-15 April, 2011, at NSWC Dahlgren, Virginia. The Government will provide industry the opportunity to demonstrate proposed technologies during that time period. Each meeting will last no more than one hour followed by a one hour demonstration as applicable. Because of space limitations, interested parties are requested to limit attendance to no more than three people. The Government will not entertain sales, marketing, and/or corporate capability briefs at that time. This Notice is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this Notice, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. Responses to this Notice that indicate that the information therein is proprietary or represents confidential business information will be received and held in confidence for U.S. Government use only.
