Minuteman III Sustainment - Partial Bridge Contract ________________________________________ General Information Document Type: Sources Sought Synopsis Posted Date: 25 March 2011 Category: Guided Missiles Contracting Office Address Department of the Air Force, Air Force Materiel Command, Hill AFB OO-ALC, AFNWC/PKME 6014 Dogwood Ave (Bldg 1258), Hill AFB, UT, 84056-5816 Description This announcement constitutes a sources sought synopsis for purposes of conducting market research. The Government intends to competitively award contracts for the sustainment of the Minuteman III (MM III) ICBM under the Future ICBM Sustainment Acquisition Construct (FISAC). The Government estimates that the FISAC contracts will be awarded from 2013 to 2015. However, the current ICBM sustainment contract, the ICBM Prime Integrated Contract (IPIC) will end on 30 September 2012. To provide sustainment to the MM III between the end of the IPIC and the award of the FISAC contracts, the Government intends to award a sole source contract modification to Northrop Grumman Missions Systems. This sole source contract modification will be administered as a one-year basic with multiple, six-month option periods. This construct will allow for continued sustainment support with viable transition options to the new FISAC contracts. The Air Force is in the process of preparing a Justification and Approval document to gain the required approval to issue a sole source request for proposal to Northrop Grumman Mission Systems. The Statutory authority for the Justification and Approval is 10 U.S.C. 2304 (C) (1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302-1. Due to the time constraints, Northrop Grumman Missions Systems is the only currently qualified source. Other interested parties should submit a concise and program specific response presenting sufficient information to substantiate that they have (1) the necessary knowledge and understanding of the requirements; (2) facilities and employees with satisfactory qualifications; and appropriate management, and engineering experience with the current ICBM and/or similar ICBM program domain systems engineering; and (3) can provide the service within the time periods specified. This notice of intent is not a request for competitive proposals. The Air Force will not pay for either the effort or the associated costs to respond, or for any information provided. A Determination by the Government not to compete this proposed contract based upon responses to information received normally will be considered solely for the purpose of determining whether to conduct a competitive procurement.
