Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1(a)(2)(iii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Air Force Safety Center, Kirtland Air Force Base (Albuquerque) NM 87117 requires a bridge contract to succeed contract FA9401-07-D-0003 which expires on 6 May 11. The bridge contract will consist of a four (4) month basic period of performance with four 1-month options. The AFNWC/PKOC (formerly 377th Contracting Squadron) intends to make an award to UNIVERSAL TECHNICAL RESOURCE SERVICES (UTRS), 950 KINGS HWY N STE 208, CHERRY HILL, NJ 08034-1518. Interested parties may e-mail susan.mcdaniel@kirtland.af.mil or fax 505-846-5744, Attn: Susan McDaniel, not later than 1 April 2011, 3:00 p.m. MST. IAW FAR Part 5.207(c)15(ii), the proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one (1) source under the authority of FAR 6.302. All responsible parties may identify their interest and submit a capability statement, proposal or quotation which will be considered by the government. This notice of intent is NOT a request for competitive proposals. However, all capability statements, proposals, or quotations received within five (5) business days after date of publication of this synopsis will be considered by the government. Responsible parties must clearly demonstrate in the submitted documents that there will be no service interruptions and no added investment and start-up costs associated with award of a bridge contract to any contractor other than the incumbent contractor. Documentation submitted will not exceed five (5) pages and will be submitted electronically to the cognizant Contracting Officer listed in the first paragraph above. A determination by the government not to compete with this proposed contract based upon responses to this notice is solely with the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) The nature of this bridge contract is to provide MAJCOM Commanders uninterrupted proactive flight safety mishap analyses for four (4) month basic period of performance with four 1-month options. In that short period of time, any contractor other than the incumbent (UTRS) would incur start-up costs and ramp-up transition time to meet the current contract's requirements. Those significant costs to hire subject matter experts with experience flying military aircraft would not be recouped in such a short contract period. Also, the transition ramp-up period will require one to two months under this contract period and would disrupt critical aircraft schedule downtime and loss of a crucial safety capability. If this eight month bridge contract effort were awarded to any other contractor than the incumbent, that contractor would not transition quickly into performing real time safety analyses for aircraft that have been scheduled for evaluation by MAJCOM Commanders. The impact would be a disruption of schedules and services and severely impact flight safety that MAJCOM Commanders depend on for mission planning. A bridge contract with the incumbent for four (4) month basic period of performance with four 1-month options would provide time to allow the awarding of the follow-on effort and not disrupt mission schedules. In summary, several contractors can perform these services on a long-term basis as the October 2010 sources sought indicates; however, there is only one (1) contractor (UTRS) who appears to be capable of performing these services on a short-term basis (i.e., bridge contract) with no service interruptions and without added investment and start-up costs.
