- Solicitation package The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to perform water tank inspections on three towers and one ground storage tank located on McGuire Air Force Base & Lakehurst Naval Air Engineering Station, part of Joint Base McGuire-Dix-Lakehurst (JB MDL), NJ. The inspection will include but may not be limited to: Inspect the interior and exterior of three elevated storage tanks and one ground storage tank. The tank sizes are 750,000 gal, 300,000 gal and two 100,000 gal tanks. The inspection will include structural, sanitary, safety, security and coating conditions. Items inspected will include ladders, shell, roof, vents, man ways, hatches, covers, welds, seams, foundations, anchors, safety systems, cathodic protection anodes and external overflow plumbing. The contractor will clean tank interiors as needed. All interior inspections will be conducted by divers or robotic means while the tanks are in service. Contractor shall provide DVD's of interior inspections and will provide a hard copy report listing all discrepancies, photographs of discrepancies and recommended corrective actions. Any adjacent areas dissembled, damaged, or removed by the contractor during the inspection shall be properly restored by the contractor at no expense to the Government. Any and all debris/trash generated by this project shall be removed and properly disposed of off base by the contractor. The contractor shall be responsible for daily clean up at the work site and complete restoration of the area after completion of work. Work shall be accomplished in accordance with all Federal, state, and local laws and regulations, applicable building codes and standards, National Electric Code (NEC), National Fire Protection Association (NFPA), Building Officials Code Administrators (BOCA), Council of American Building Officials (CABO), and Occupational Safety and Health Administration (OSHA) codes. The water towers are approximately 175 feet high. This solicitation is a small business set aside. Central Contractor Registration (CCR), Online Representations and Certifications Application (ORCA), Excluded Parties List System (EPLS) will be used to determine offeror's eligibility for this solicitation. Vendors without CCR and ORCA need to complete FAR 52.212-3 Offeror Representations and Certifications--Commercial Items (on pages 5-16 of solicitation package) A site visit is scheduled for 12 April 2011 at 2pm EST.
