Description
RESPONSE TO QUESTIONS ****SOLICITATION DUE DATE HAS BEEN AMENDED TO 4:00 PM EST MARCH 24, 2011.**** This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation number is: OPM23-11-T-0001 and is issued as a Request for Quotation (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-48 dated January 31, 2011. The North American Industrial Classification System (NAICS) code is 561990, and the small business size standard is $7.0 million. This procurement is unrestricted, allowing both large and small business to submit quotations. The Office of Personnel Management's (OPM), Employee Services (ES) provides policy direction and leadership in designing, developing and promulgating Government-wide human resources systems and programs for recruitment, pay, leave, performance management and recognition, employee development, work/life/wellness programs and labor and employee relations; provides technical support to agencies regarding the full range of human resources management policies and practices, to include veterans' employment and agency program evaluation; and manages the operation of OPM's internal human resources program. ES's Recruitment and Hiring designs, develops, and promulgates merit-based employment systems, policies, regulations, and programs that Federal agencies use to recruit, examine, hire, classify and assess high quality employees from diverse backgrounds. Recruitment and USAJOBS®, a sub-component of ES, is responsible for designing, developing, and managing USAJOBS, Student Programs, and Diversity Policy and Outreach. Specifically, Student Programs is responsible for Government-wide student programs, such as Student Educational Employment Programs (STEP/SCEP), Presidential Management Fellows (PMF), and for building a "student ambassador" and "college recruitment" program. Bearing the Presidential moniker, the PMF Program is a flagship leadership development program at the entry level for advanced degree candidates. It was created more than three decades ago by Executive Order and has gone through many changes over the years. The PMF Program brings in graduate degree candidates from diverse educational backgrounds into the Federal government. The Program is highly selective and competitive. In 2010, less than 900 applicants were selected as Finalists out of an applicant pool of nearly 9,000. After being deemed a Finalist, a prospective PMF must find a job in a participating Federal department or agency. If they successfully complete the requirements of the Program, PMFs can be noncompetitively converted to career civil service status at the end of the two-year period. The PMF Job Fair is an annual event sponsored by OPM's PMF Program Office to facilitate the placement of PMF Finalists with Federal Agencies. This event is by invitation only for 2011 Finalists and participating Federal Agencies. In addition, a Graduation Ceremony will be held for Presidential Management Fellows completing their fellowship from the Class of 2008. In support of its mission and goals, the Presidential Management Fellows (PMF) Program has a need for a vendor to provide tradeshow and event planning services in support of the PMF Job Fair and Graduation Ceremony to be held in mid to late April 2011 or early May 2011, at a soon-to-be determined venue in Washington, DC. The contractor shall provide all labor, incidental materials, and other services necessary to render services under the resulting contract. OPM intends to award one Firm-Fixed Price contract to the offeror that represents the best value to the government. The period of performance shall be from date of award through May 31, 2011. Offerors are invited to submit their quotations to the Office of Personnel Management's (OPM) Contracting Group in response to this notice by 4:00 PM Eastern Standard Time (EST), March 23, 2011. Quotations submitted in response to this notice shall include the solicitation number in the subject line and be signed, dated and submitted via email to Benjamin.Delaney@opm.gov. Only e-mailed requests for additional information will be accepted at benjamin.delaney@opm.gov through 12:00 PM Eastern Standard Time (EST), March 21, 2011. Note that communications with other officials may compromise the competitiveness of this acquisition and result in the cancellation of the requirement. Vendors not registered in the Central Contractor Registration (CCR) database and not registered in the VETS-100 database at the time the requirement is to be awarded will not be considered. Vendors may register with CCR by calling 1-888-227-2423 or (269) 961-5757, or by accessing www.ccr.gov. Vendors may register with VETS-100 by accessing https://vets100.vets.dol.gov/.
