- Description
- The Office of Naval Research intends to execute a sole source Cost Plus Fixed Fee modification to task order 0003 under N00014-04-D-0576 with Marine Acoustics, Inc. on or about 11 April 2011. The period of performance will be six months with three additional one-month options. The estimated value of the contract, including options, is $307,000.00. ONR intends to award a sole source award; however, all responsible capable offerors may submit a capability statement, proposal, or quote and it shall be considered. The prospective contractor shall provide Research and Development and Program Support related to measurement and analysis of the performance and effectiveness of new and improved systems and technologies included in the ONR Littoral ASW (LASW) Future Naval Capabilities (FNC) projects during the Littoral Warfare Advanced Development (LWAD) at-sea field testing and demonstration program. ONR intends to award this requirement as a sole source to Marine Acoustics Inc because the contractor provides unique knowledge and expertise related to analysis and testing of research and development efforts; this expertise is not available in the short term pending the anticipated award of a competitive follow-on contract to the current task order. The Key personnel under the Marine Acoustics contract holds the required Top Secret, SCI clearance. Marine Acoustics has the ability to manage very complex at sea experiments, including one scheduled for May 2011. The contractor has experience in planning and managing large and complex ASW exercises that will meet LASW FNC exit criteria including collecting sufficient data to statistically determine Probability of Detection (PD) and False Alarm Rate (FAR). This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a quotation which, if received within ten calendar days of publication of this notice, shall be considered by ONR. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
