- The U.S. Environmental Protection Agency's (EPA) Region 9 is seeking businesses interested in submitting a quote for a Purchase Order (PO) using Simplified Acquisition Procedures (FAR 13) to conduct an Ecological Footprint analysis of the state of California and to provide advice on the use of Ecological Footprint for decision support. The project will provide an Ecological Footprint report for California and advice on incorporating the Ecological Footprint into a suite of sustainability indicators and a decision-support system. The Ecological Footprint analysis must conform to the latest edition of the Ecological Footprint Standards (currently 2009) published by the Global Footprint Network. The services for this project are under North American Industry Classification System Code (NAICS) 813312. The Government intends to award a firm fixed-price purchase order using full and open competition. The purchase order resulting from this announcement will have a period of performance from the date of award to December 31, 2013. The RFQ and other information related to this procurement shall be available on the EPA's Office of Acquisition Management website, at the following URL: http://www.epa.gov/oam/regions/index.htm. Interested parties can access procurement information by accessing this link, selecting the Solicitations/Amendments heading, and then selecting the link referencing Region 9, Ecological Footprint analysis for California sustainability indicators suite, and RFQ-CA-11-00017. All information related to this procurement will be available at this link through the date of purchase order award. All interested parties should check this site frequently for updates. The purchase order award will be made on a best value basis. Regardless of the competitive nature of award, the contractor must be technically acceptable and meet cost reasonableness standards. All questions pertaining to the technical requirements or acquisition-related clarifications must be posed in writing to the Contract Specialist via email to raikar.amitkumar@epa.gov no later than 10:00am PST, Wednesday, March 30, 2011. Firms responding to this request for quotation are requested to submit a written response including a work plan, and cost/price. Quotes are due by 4:00pm PST, Monday, April 4, 2011.
