- Synopsis: W91278-11-N-0002 The US Army Corps of Engineers, Mobile District is issuing this notice of sole source intent to solicit and negotiate with only one source for High Voltage Test Equipment that meets the specifications detailed below for West Point, Georgia. The Government intends to procure the proposed contract action from Doble Engineering pursuant to the authority of FAR Part 6.302-1. However, other interested parties may identify their interest and capability to respond to this requirement. While this notice is not a request for competitive proposals, all information received before (30-March-2011) after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. The material specifications are as follows: This proposed procurement is for the lease of one type M4000 test set with a capacity of 300 milliamperes at voltages from 2 to 12 kV, 60 Hertz, suitable for testing bushings, potheads, buswork, disconnect insulators, circuit breakers, instrument transformers, power transformers, lightning arresters, generator stator insulation, coupling capacitors, insulating liquid and askarels, and short lengths of station cables. The test set will be used by the Hydropower Test Unit at West Point, Georgia as an aid in providing periodic maintenance of hydroelectric power projects. The lease shall be for a period of one year. Doble Engineering Company has been found to be the only company that can provide the needed test equipment on a rental basis as well as provide engineering services on an as needed basis. Leasing is more advantageous than purchasing the equipment because the Government obtains state of the art equipment as it comes available via the modification of the contract for upgrading equipment. Approximately 90 percent of the power producing companies in the United States are a client of Doble Engineering Company, and the right to share information is part of the rental agreement. Written notification and supporting documentation regarding this action may be submitted in writing to US Army Corps of Engineers, Mobile, ATTN: CESAM-CT-C (John Vandiver), P.O. The Government will not pay for any material provided in response to this synopsis nor return the data provided. A solicitation is not available.
