Description
This announcement is to 8(a) Small Business, HUBZone Small Business, and Service-Disabled Veteran-Owned Small Business concerns that may be interested in performing a contract for the Mid-Pacific Region of the Bureau of Reclamation. The work to be performed is described below. Based upon response to this announcement, the Government may determine to set this acquisition aside or proceed with an unrestricted solicitation. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard is $33.5M. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this project is between $1M and $5M. This procurement will require 100% performance and payment bonds. Interested parties should include the following information in their response: (a) Business name, address, cage code, size classification based on NAICS size standard, socioeconomic classification (i.e. HUBZone and/or 8(a)), and a point of contact; (b) A positive statement of your intention to submit an offer for this solicitation as a prime contractor; (c) Evidence of your experience performing work similar in type and scope to the work in this announcement within the last five years. The evidence should include: contract numbers, project titles, dollar amounts and points of contacts with telephone numbers. Please do not include more than three past projects; and (d) Include attachments cataloging the company's equipment assets, personnel resources and financial resources that demonstrate company responsibility and capability to perform required work.(e) If bonding is required, also provide evidence of your bonding capacity; Work is located at three different locations near Redding, California All interested parties are encouraged to respond to this notice, by e-mail to ryousefgoarji@usbr.gov not later than 10:00 AM PST on 03/25/2011. The information provided in this announcement is all information the Government has available at this time. There are no specifications, drawings, bid packages, or source lists available. The principal components of the work to be performed include: A. Remove and Dispose of: 1. Three existing switchgear assemblies, one from each powerplant.2. Three existing current limiting reactors, one from each powerplant located between transformer KRB and the normal supply bus end of the switchgear. 3. All existing feeder power cables between the existing switchgear and power boards, crane junction box, and air compressor at Trinity, Judge Francis Carr, and Spring Creek Powerplant as shown on the drawings. 4. All existing control cables, instrument cables, cables for SCADA and annunciator circuits between the existing switchgear and control boards CSA and CSB at Trinity, Judge Francis Carr, and Spring Creek Powerplant. 5. All existing automatic transfer control equipment of the existing switchgear on control board CSA at Trinity, Judge Francis Carr, and Spring Creek Powerplants as shown on the drawings. B. Modify, as necessary, all existing control, communications, alarm and status indication equipment relevant to the replacement of the switchgear assemblies, as outlined in these specifications, in order to replicate existing system function and provide additional enhancement as described herein. C. Modify the existing supply busses and ducts, cable trenches and slots to accommodate the new switchgear assembly to be installed at Trinity, Judge Francis Carr, and Spring Creek Powerplants. D. Furnish. Install, and test three new switchgear assemblies, one in each powerplant. Each switchgear assembly shall be complete with all circuit breakers, automatic transfer control, meters, control switches, relays, indicating lamps, remote racking device, and all necessary appurtenances and accessories. E. Furnish, install, test, and complete all wiring for all new feeder power cables, control cables, instrument cables, RS-485 communication cables, and cables for SCADA and annunciator circuits of the new switchgear to be installed at Trinity, Judge Francis Carr, and Spring Creek Powerplant. F. Furnish and install new control and transfer switches, digital monitoring meters, and indicating lamps on the existing control board CSA at Trinity, Judge Francis Carr, and Spring Creek Powerplant. G. Test function and operation of the following equipment in the field: 1. New control and transfer switches, digital monitoring meters, indicating lamps on the existing control board CSA at Trinity, Judge Francis Carr, and Spring Creek Powerplants.2. RS-485 communication link, SCADA (CVACS) circuits, and annunciator circuits of the new switchgear at Trinity, Judge Francis Carr, and Spring Creek Powerplants. H. Train Government personnel on equipment operation and maintenance. Central Contractor Registration (CCR), as required by FAR 4.1102, applies to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on CCR registration can be obtained via the Internet at http://www.ccr.gov. The offeror is required to submit their Representations and Certifications, as required by FAR 4.1201 via the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. The ORCA must be completed prior to award.
