Description
QUESTION: Are there plans (drawings) for this project? ANSWER: Yes. Drawings were posted as an amendment to the solicitation on 16 March 2011. You may find a copy of the drawings under the link titled "Additional Documentation" in amendment 0001 and 0002 of the solicitation. QUESTION: Do you have a profile drawing for the 12" metal pipes, a grading/drainage plan, and/or more details about it? ANSWER: No profile drawing was generated for grading/drainage plan. QUESTION: Request for the amount of the Independent Government Estimate (or project estimate). ANSWER: Under no circumstances does the Government provide offerors with the IGE amount. If you are requesting this information in order to determine the amount for bonding, irrevocable letter of credit, or certificate of deposit, then you should be using the bid estimate, or proposal amount, generated by your company. QUESTION: Does the solicitation require three separate volumes (Technical, Price, and Past Performance? Is there a Past Performance survey that is supposed to be used? What is to be included in the technical volume (Personnel List, Quality Control Plan, Traffic Plan, Work Approach)? What type of bonding requirement is need at the time of submission? ANSWER: Yes, the proposal documentation should include information on technical capability, price, and past performance. The price component will be met by completing the table in Exhibit 1 and the unit price information in CLIN 0001. There is no past performance survey for this solicitation. However, offerors past performance documentation should include: description of job (and how it relates to the current requirement), dollar value of the project, and contact information for whom the project was done (Provision 52.212-1(b)). Offerors technical documentation should include: certifications, licenses, and resumes of key personnel (C.1.5.1.1); quality control plan (C.1.6); traffic plan (C.5.1 added); and technical description (Provision 52.212-1(b)). As for the type of bonding, offerors may choose one of the three alternative payment protection methods listed in Clause 52.228-13 of the solicitation. QUESTION: Are drawings available to identify utility and communication lines with depth markers? ANSWER: Upon contract award, the awardee will be required to obtain a dig permit for the area. Utility and communication lines will be identified in the dig permit. QUESTION: Will the contractor be allowed to divert traffic through Slater Road and Doniphan Road during the time of the crossing of Cassidy Road? ANSWER: Cassidy road is to remain fully opened during Fort Bliss normal working hours. Construction on Cassidy may only be performed during the weekend; the road, however, may not be closed completely. The concrete work at Slater and Doniphan road may be performed during Fort Bliss normal working hours. (See C.1.3.1) KEY NOTES AND REMINDERS: 1. Offerors are reminded to review the solicitation document in its entirety to ensure that their proposal package is complete, and the applicable blocks and clauses of the SF1449 are completed (that includes CAGE Code and/or DUNS information). 2. An amendment has been provided to clarify working hours and traffic plan requirements. 3. Attached to this amendment you will find three documents: an abbreviated copy of the solicitation amendment, a conform copy of the solicitation amendment, and a reposted copy of the drawings (unchanged). All offerors shall complete the conform copy of the solicitation (Titled: W911SG11T00710002CONFORM) as a part of their proposal documentation. 4. The response deadline for this solicitation has NOT been extended. Proposals are due by March 23, 2011, 3:00PM MST. Proposal may be submitted via e-mail, fax, or postal mail.
