Description
The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic (LANT)intends to issue solicitation N65236-10-R-0130 as a Sole Source contract to Oklahoma State University (OSU)s - University Multispectral Laboratories (UML), 500 W South Avenue, Ponca City, OK 74601. The estimated dollar value is $49.5M. This procurement is a follow-on contract to N65236-07-D-7878 to provide services that identify, analyze, select, test and evaluate solutions to warfighter requirements for C5ISR/CBRNE (Command, Control, Communications, Computer, Cyber for Intelligence, Surveillance and Reconnaissance / Chemical, Biological, Radiological, Nuclear and Explosive) sensors and sensor-related technologies. This action is intended to further provide SPAWAR Atlantic with the unique capability initiated under the original contract to quickly transition C5ISR and CBRNE sensor technology from research to practical application for immediate use by Special Operations Forces (SOF), US Navy, and Joint Operations in response to Global Contingency Operations (GCO). The procurement covers the actions required to provide services that brings together research, practical application, and the integration of hardware and software to execute testing and evaluation (T&E) of sensors and related technologies fulfilling warfighter requirement. The contractor will be required to have a testing and evaluation facility dedicated to sensors and sensor-related technologies as noted above, tightly coupled with an academic environment. Services are required for a period of one year with four one-year options to extend the term of the contract. Due to the unique skill and experience required for this effort, the procurement is being issued on a sole source basis. The government anticipates the award of an Indefinite Delivery/Indefinite Quantity, Cost-Plus-Fixed-Fee type contract. The North America Industry Classification System (NAICS) Code for this action is 541710 with the size standard of 500 employees.
