- This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested. In order to facilitate the electronic submission of quotations, Request for Quotation (RFQ) number R11PS60227 is being issued simultaneously to this announcement. Reclamation anticipates award of a purchase order for Bulk Grout, Bagged Cement and Admixtures to be delivered to the grout pump hoppers adjacent to the Outlet Works Stilling Basin and Spillway Stilling Basin area of Red Willow Dam. The work under this combined synopsis / solicitation provides for the furnishing of all items, materials, equipment, power, and labor to furnish and deliver all bulk grout, bagged cement and admixtures required for Reclamation's pressure grouting project. In accordance with the procedures in FAR Part 5 and 12, RFQ Number R11PS60227 is available for viewing through electronic commerce via https://www.fbo.gov and via Reclamation's website at http://ideasec.nbc.gov. The solicitation is being issued as a small business set-aside under the North American Industry Classification System (NAICS) Code 327320, Ready-Mix Concrete Manufacturing. The applicable size standard is 500 employees. The resulting purchase order will be a firm-fixed price type. The delivery period is expected between April 25, 2011 and May 6, 2011. Reclamation will provide the contractor a 24-hour advance notice for grout delivery for each structure. Line Item 0001 - Furnishing and Delivering Bulk Grout and Grout Admixtures to Spillway Stilling Basins (14 CUBIC YARDS)This line item shall include the cost of the super plasticizer. Line Item 0002 - Furnishing and Delivering Bulk Grout and Grout Admixtures to Outlet Works (26 CUBIC YARDS)This line item shall include the cost of the super plasticizer. Line Item 0003 - Furnishing Bagged Cement and Admixtures (5 BAGS USED)This line item shall include the cost of each bag of cement and the cost of admixture required for each bag of cement. Line Item 0004 - Delivering Bagged Cement and Admixtures (1 LUMP SUM)This line item shall include the costs for delivering the bagged cement and admixtures to the site, the return delivery costs for cement and admixtures which are not used and restocking fees and any other costs for admixtures and cement. The quantities in the schedules are estimated quantities for comparison of offers only and no claim shall be made against the Government for overruns or underruns. Payment for "Bulk Grout and Grout Admixtures" will be made for quantities actually provided based on all grout ordered by Reclamation for the grouting program. Payment for "Furnishing Bagged Cement and Admixtures" will be made for quantities actually provided based on the number of bags of cement used by Reclamation. The order will be awarded to that responsible offeror whose quotation conforms to the essential requirements of the Request for Quotation and is the most advantageous price to the Government. The Government reserves the right to reject any or all quotations and to waive informalities and minor irregularities in quotes received. In accordance with FAR 9.105-1, the Contracting Officer may request an offeror to provide detailed information relating to their responsibility and, as necessary, to the responsibility of their proposed subcontractors. The Contracting Officer expressly reserves the right to reject the quotation of any offeror determined to be nonresponsible.
