Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce online (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to enter into a firm fixed priced, simplified acquisition agreement for the manufacturing of one-hundred ten (110) each electric primers model EX 170 MOD 2. Manufacturing shall be in accordance with the specified sections (see SOW) of detail specification MIL-DTL-32178 (revision 7 December 2004) and NAVSEASYSCOM drawing number 7264081 (7 May 2007). Pre-Award safety survey is required in accordance with DFAR part 223.370-3, DoD policy is to ensure that its contractors take reasonable precautions in handling ammunition and explosives so as to minimize the potential for mishaps. Policy is implemented via DoD Manual 4145.26-M, DoD Contractors Safety Manual for Ammunition and Explosives. Mandatory safety requirements are outlined within referenced manual. DFAR 252.223-7002 Safety Precautions for Ammunition and Explosives, and DFAR 252.223-7003 Change in Place of Performance Ammunition and Explosives also apply. In support of this effort, the Government will furnish 30 pounds of MK 98 igniter material to the successful contractor 60 days after purchase agreement. All unused MK 98 shall be returned to the Government after completion of the requirement. (FAR 52.245-1 Government Property) The successful contractor shall acquire all primer components with the exception of the MK 98 material for use in manufacturing the requested EX 170 MOD 2 primers. In addition the contractor shall acquire the energetic materials, including Class 4 Black Power and lead styphnate mix, required for primer production. All acquired components shall be inspected and characterized by the contractor upon receipt to determine whether the applicable requirements are met. The contractor shall document the results of its primer component inspections and provide a set of inspection documentation to the Government. Packing and Shipping is in accordance with MIL-STD-129P unless otherwise specified within the synopsis. The contractor shall pack the primers in Department of Transportation/Department of Defense approved containers for shipment. The primers shall be packed within antistatic packing materials to reduce or eliminate the potential for electrostatic discharge during the packing and unpacking process. The packaging must be configured such that only antistatic packaging materials come into contact with the exterior primer tube shrink wrap. The Government shall provide the Interim Hazard Classification for the primer shipment. Shipping Details are as follows and shall be FOB Destination to the following: Shipment #1: Quantity of ten (10) each Naval Surface Warfare Center Indian Head Division Explosive Scales Facility Building 1103 5021 Safe Haven Way Indian Head, Maryland 20640-5173 Shipment #2 Quantity of one-hundred (100) each Naval Surface Warfare Center Dahlgren Division Ammunition Preparation Building 455 17349 Foster Road Suite 2 Dahlgren, Virginia 22448 Supporting documentation, such as fabrication drawings and statement of work for the production of the EX 170 MOD 2 primers, will be provided upon request to authorized U.S. DOD CONTRACTORS ONLY, in accordance with NAVSEA instruction 5230.12 Release of Information to the Public and Department of Defense Directive 5230.4 Distribution Statement on Technical Documents . Government requests interested contractors submit their respective Defense Logistics Agency, Joint Certification Number (http://www.dlis.dla.mil/jcp/) demonstrating authorization to receive unclassified technical documentation. Interested contractors also must demonstrate conformance to the U.S. DOD Contractors requirement, no later than 15 days after synopsis posting date to NECO and/or Federal Business Opportunities. U.S. Contractor documentation can include but not limited to the notation of previous awards with the Federal Government, Federal Government Contracting Officers contact information whom can demonstrate capabilities and past performance through previous Federal acquisitions efforts, etc. Statement D, Critical Technology, Export Controlled and Document Handling/ Destruction applies. See below for additional clarification. DISTRIBUTION STATEMENT D. Distribution authorized to the Department of Defense and U.S. DoD contractors only (Critical Technology) (December 2002). Other requests shall be referred to commander, Code E14, Naval Surface Center Division Indian Head. U.S. DoD Contractor - Those U.S. contractors currently holding grants or contracts with the Department of Defense, or those contractors declared eligible for DoD information services by a sponsoring DoD activity on the basis of participation in a DoD Potential Contractor Program. Critical Technology - To protect information and technical data that advance current technology or describe new technology in an area of significant or potentially significant military application or that relate to a specific military deficiency of a potential adversary. Export Control - "WARNING - This document contains technical data whose export is restricted by the Export Administration Act of 1979, as amended, Title 50, U.S.C., App. 2401 et seq. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25." Handling and Destroying Unclassified/Limited Distribution Documents - Documents shall be handled using the same standard as "For Official Use Only (FOUO)" material, and will be destroyed by any method that will prevent disclosure of contents or reconstruction of the document. Source selection will be evaluated based on lowest price technically acceptable meeting a completion delivery schedule of no later than 30 Sep 2011. All proposals must demonstrate ability to provide the EX 170 MOD 2 Primers for consideration of technical acceptance. The closing date is 2:00 PM ET on 18 April 2011. The anticipated award date is 26 April 2011. THE GOVERNMENT WILL NOT ISSUE A WRITTEN REQUEST FOR QUOTATIONS AS ALL ITEMS ARE IDENTIFIED ON THIS NOTICE.
