Description
This is a pre-solicitation synopsis. The actual RFP, with information and specification will be available on the DLA internet Bulletin Board System (DIBBS) Home page (see instructions below). Please note that all dates are esimated. The proposed acquisition is for the following: ITEM: Homeless / Disaster Blanket NSN: 7210-00-119-5335. Quantity: 582,500 Term Quantity Delivery 1 97,084 Delivery 2 97,084 Delivery 3 97,083 Delivery 4 97,083 Delivery 5 97,083 Delivery 6 97,083 This acquisition is 100% small business set-aside. The Buy American Act and the Berry amendment apply. The solicitation will result in a Firm Fixed Price Type Contract for 582,500 each with production lead time of 150 days after award. There will be a total of six deliveries: three to New Cumberland, PA and three to San Joaquin, CA. Five (5) First Articles will be required after award. The new acquisition will be available under RFP: SPM1C1-11-R-0076 after March 14, 2011 ITEM DESCRIPTION FOR PGC NSN: 7210-00-119-5335 DISASTER BLANKET 7210-00-119-5335 ITEM DESCRIPTION - BLANKET, DISASTER REQUIREMENTS DESCRIPTION - THIS ITEM COVERS BLANKETS INTENDED FOR USE IN OR BY INSTITUTIONS FOR DISASTER RELIEF PURPOSE WHERE WARMTH AND COMFORT ARE DESIRABLE CHARACTERISTICS. THE BLANKET CAN BE ANY COLOR THAT DOES NOT SHOW DIRT OR STAINS WELL AND SHALL BE MADE FROM 100% ACRYLIC OR 30% (PLUS OR MINUS 5%) WOOL AND THE REMAINDER 70% (PLUS OR MINUS 5%) MAN-MADE FIBER, ACETATE FIBER, WOVEN OR NON-WOVEN MUST BE NAPPED IN ORDER TO PROVIDE A WARM, COMFORT SOFT-FEEL. THE BLANKET SHALL MEASURE NOT LESS THAN 66 INCHES WIDE AND 90 INCHES LONG AND WEIGH NOT LESS THAN 2.5 POUNDS (TOTAL WEIGHT PER BLANKET). ALL EDGES OF THE BLANKET THAT DO NOT HAVE A SELVEDGE SHALL BE FINISHED WITH A 1/4(+/-1/16) INCH OVER-EDGE STITCHED HEM WITH NOT LESS THAN 10 STITCHES PER INCH. EITHER COTTON, COTTON- BLENDED OR SYNTHETIC THREAD MAY BE USED FOR ALL STITCHING. THE ENDS OF THE OVER-EDGE STITCHING MUST NOT UNRAVEL. REGULATORY REQUIREMENTS - THE CONTRACTOR IS ENCOURAGED TO USED RECOVERED MATERIAL IN ACCORDANCE WITH PUBLIC LAW 94-580 TO THE MAXIMUM EXTENT PRACTICABLE. LABEL - EACH BLANKET MUST BE LABELED IN ACCORDANCE WITH APPLICABLE RULES AND REGULATION UNDER THE TEXTILE FIBER PRODUCT ACT, WOOL PRODUCTS LABELING ACT AND CARE LABEL ACT. THE LABEL MUST CONTAIN THE FOLLOWING: BLANKET, DISASTER, (ACRYLIC CONTENT, WOOL CONTENT, NON-ACRYLIC CONTENT, EXPRESSED AS PERCENTAGES)CONTRACTOR'S NAME, CONTRACT NUMBER, NATIONAL STOCK NUMBER (NSN) AND THE FOLLOWING STATEMENT: "THIS BLANKET CONTAINS NO DDT. DO NOT DRY CLEAN OR LAUNDER". SEE EXAMPLE. WORKMANSHIP - AFTER COMPLETION, THE FINISHED BLANKET SHALL NOT BE COMPOSED OF MORE THAN ONE PIECE, SHALL BE CLEAN, AND ALL LOOSE THREAD, LINT, AND FOREIGN MATTER REMOVED. THE FINISHED BLANKET SHALL BE EXAMINED FOR COMMERCIAL DEFECTS LISTED BELOW. EXAMINATION - BLANKET LOTS SHALL BE INSPECTED IN ACCORDANCE WITH "SAMPLING PROCEDURES AND TABLES FOR INSPECTION BY ATTRIBUTES", ANSI/ASQC Z1.4 PUBLISHED BY THE AMERICAN SOCIETY FOR QUALITY CONTROL. COMMERCIAL DEFECTS - ANY SPOT OR STAIN CLEARLY VISIBLE AT NORMAL INSPECTION DISTANCE ( APPROXIMATELY 3 FEET); ANY RANCID OR OBJECTIONABLE ODOR; ANY HOLE, CUT OR TEAR; ANY ABRASION OR THIN PLACE; SMASH OR MEND; BROKEN OR MISSING YARN; UNEVENLY NAPPED; EDGES FOLDED, ROLLED OR SCALLOPED RAW EDGE; SKIPPED STITCHED OR TIGHT OR LOOSE STITCHES. LABEL - EACH BLANKET MUST BE LABELED IN ACCORDANCE WITH APPLICABLE RULE AND REGULATION UNDER THE TEXTILE FIBER PRODUCT ACT, WOOL PRODUCTS LABELING ACT AND CARE LABEL ACT. SHIPPING CONTAINERS SHALL BE UNITIZED IN ACCORDANCE WITH ASTM-D- 3951 TO INCLUDE A FOUR WAY ENTRY WING TYPE PALLET MEASURING 40 INCHES LONG BY 48 INCHES WIDE, WITH LOAD NOT TO EXCEED 54 INCHES IN HEIGHT, PALLET INCLUDED. SHIPPING CONTAINERS SHALL BE SNUG-FITTING WITH A BOX LINER CONFORMING TO TYPE CF, CLASS DOMESTIC VARIETY DW, GRADE 275. THE FLUTE OF THE LINER SHALL BE PERPENDICULAR TO THE TIP OF THE BOX. UNITIZED LOAD SHALL BE SECURED TO PALLET BY MEANS OF SHRINK OR STRETCH WRAP. UNITS(EACH POLY BAGGED BLANKET), SHIPPING CONTAINER, AND UNITIZED LOADS SHALL BE MARKED IN ACCORDANCE WITH MIL-STD-129. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the Central Contractor Registration (CCR) system. 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their CCR registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance). The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
