Description
The U.S. Fish and Wildlife Service (USFWS), Region 5, is issuing a Request for Proposal (RFP) for the Installation of a government-furnished Pavilion at the John Heinz at Tinicum National Wildlife Refuge, Philadelphia, PA. Work on this project shall include the construction (installation) of an open air pavilion as manufactured by Cedar Forest Products of Polo, IL. The Contractor shall furnish all labor, materials and equipment required to perform the work indicated and specified in the attached drawings and specifications to provide a complete, finished structure. The work required by this contract includes the following: 1) Site preparation including striping and removing topsoil, excavation in preparation of the construction of the column footings and concrete slab, furnishing and installing 24 inches of base course material beneath the footprint of the pavilion concrete slab, excavation of the column footings and the backfill and re-spreading topsoil around the perimeter of the pavilion to provide positive drainage away from the structure. The proposed site is an open field which will not require significant clearing and grubbing. A siltation fence, 120' in length will be required along the pavilion edge at Darby Creek; 2)Furnishing and placing column footings to a depth of 4 feet below existing grade and the concrete slab as shown in the drawings including furnishing and installing all reinforcement and anchor bolts, expansion joint material, etc., i.e. all materials designated on the drawings as NF (not furnished) but required to provide a complete structure. The finished floor of the concrete slab shall be 4 inches higher than existing grade. The contractor shall saw cut the concrete slab in 21' x 26' (approx.) segments and seal all joints with approved joint sealer. The contractor shall provide two coats of epoxy paint to the finished concrete floor slab. In addition, the contractor shall paint the steel base plate and columns with a approved metal primer and two coats of paint. Color to be selected by the station: 3) Construction of Government furnished 40' x 70' open wall pavilion as detailed and in accordance with the manufacturer's installation drawings; 4) Furnish and install underground electrical conduit, wiring and receptacles from the stone storage building to the new pavilion. Two weather tight receptacles shall be column mounted at the mid point, on each of the pavilion. There is a 60 day performance period for this project. The estimated magnitude for the project is between $25,000 and $100,000. This procurement is set-aside for small business concerns. The NAICS code is 238990. Interested firms shall present a minimum of five (5) similiar projects undertaken in the last four (4) years. The following information shall be provided for each of these projects: 1) Project name; 2) Original budget; 3) Change orders; 4) Summary of work; 5) Date of completion; and, 6) Client name, address, email address and phone number. Award will be made to the qualified contractor who represents the 'Best Value Continuum'. Evaluation of interested firms will be based on: 1) Past performance; 2) Technical ability; and, 3) Cost. The combination of past performance and technical ability will out weigh cost for this project. The proposal schedule will list one (1) base offer item. The solicitation package includes the technical specifications, drawings and proposal documents and will be posted to www.fbo.gov on or about April 6, 2011. Contractors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov and complete Online Representations and Certifications (ORCA) at www.bpn.gov to be eligible for award. Department of Labor - Davis-Bacon wage rates will apply to this project. Packages must be submitted with all requested information including the cost proposal by 4:00 p.m., May 4, 2011.
