- PRE-SOLICITATION NOTICE Identity and Access Management Solution and Professional Services for the National Institute of Standards and Technology (NIST) The requirement is for a commercial-off-the-shelf Identity and Access Management (IDAM) solution and professional services for the solution. The purpose of this requirement is for NIST to upgrade its Identity, Credentialing and Access Management (ICAM) infrastructure and processes to be compliant with HSPD-12 to comply with the November, 2010 OMB pass back (OMB M-10-15) and to align NIST's ICAM infrastructure with the Federal ICAM Roadmap. THIS PROCUREMENT WILL BE 100% SET ASIDE FOR 8(a) CERTIFIED SMALL BUSINESSES. The primary standard classification NAICS code is 541511 - Custom Computer Programming Services with a small business size standard of $25 million. NIST intends to post a solicitation consisting of a period of performance of one base period of one year; and four, one-year option periods for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Offerors shall be actively registered in the Central Contractor Registration website at www.ccr.gov, in order to be eligible to receive a contract under this acquisition. NIST anticipates posting the solicitation on or approximately fifteen (15) days after the date of publication of this notice (or as soon as possible thereafter) on FedBizOpps. NIST estimates that this acquisition will be valued at $5.5 Million. Potential Offerors will be responsible for obtaining this solicitation and related Amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation; the Government will not be maintaining a mailing list.
