- DRAFT Statement of Work INTRODUCTION The Naval Air Systems Command, Aircraft Support Contracts Department (AIR-2.5.1.3), Patuxent River, MD is seeking information for potential sources of expertise in systems engineering, analysis, development, and the integration of warfare systems into Naval Aircraft (manned and Unmanned), weapons, ground stations and various other military systems as related to Human Systems Integration (HSI) in support of AIR-4.6. This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses to provide the required products and/or services. Additionally, this Sources Sought notice is being published with the intent to promote competition. Suggestions from industry regarding how competition may best be achieved are requested. All such suggestions will be considered; however, the Government reserves the right to solicit for the required services in a manner of its own choosing in accordance with the applicable procurement regulations. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The Naval Air Systems Command (since 1994) has placed the responsibility for each one of the HSI elements with specific organizational elements in the Competency Aligned Organization/Integrated Program Team (CAO/IPT) organization. As a result of Chief of Naval Operations (CNO) interest in Human Performance (HP) and HSI and in an effort to streamline HSI within NAVAIR programs, AIR-4.0 directed AIR-4.1 (Systems Engineering), AIR-4.6 (Crew Systems Engineering) and AIR-4.9 (Training Systems Engineering) to reorganize their HP/HSI activities and form a new Human Systems Department (HSD) (AIR-4.6). The reorganization occurred in October 2004 and the new department has been charged with the total integration of human operators and maintainers with their respective weapon systems. Further, the department is responsible for facilitating inter-competency communication and integration to address the CNO's concerns regarding the significance of HSI representation and its implementation into NAVAIR acquisition programs. The HSD has been chartered with a new requirement to champion and coordinate HSI issues throughout the Command. AIR-4.6 has been directed to identify, develop and implement HSI analysis and design solutions for various United States Navy/United States Marine Corps (USN/USMC) aviation weapon systems and their associated maintenance and training elements, Air-Ship Integration programs and various new special projects, including Naval Special Warfare, Flight Deck Crew Equipment, Combatant Craft Integration of Aviation HSI technologies, Aviation and Ships manning, Unmanned Air Vehicle (UAV) Ground Station HSI, UAV Flight Operations, Human Effectiveness Research, Development, Test and Evaluation (RDT&E) Network Architecture and Advanced Maritime Technology Center development and operation. CONTRACT BACKGROUND Services associated with this requirement are currently being procured via task order M801 under contract N00178-05-D-4527 with Research and Engineering Development, LLC. The current contract type is Cost Plus Fixed Fee. REQUIRED CAPABILITIES The contractor shall assist the Department with the development and adherence to necessary processes, corporate knowledge retention, analysis, flow down of design/performance requirements, and operational support within the elements of Human Systems Integration. The contractor shall be responsible for advising the Department on the state-of-the-possible, technically achievable and realistic top-level requirements for human system interfaces across the HSI domains. The contractor shall furnish personnel, materials, and facilities required to complete the required tasks. Tasks will encompass those efforts necessary to assist the DoD and other federal agencies by providing HSI influenced engineering, technical, and management services to products and systems. Support shall include design, development and human systems integration; design and development of performance tools; technical data support; product/systems deployment planning and support; testing; training; and program management support. The attached draft statement of work provides additional information about the required tasking. It is requested that, in its response to the Sources Sought, a vendor identify whether it has the capability to perform under all of the tasking or only specific portions of it. Also, if the vendor has any questions about the structure of the statement of work, please also identify those in the response. The following is a list of the general types of tasks anticipated under this procurement and the associated percentage of the effort. 1. Human Systems Engineering and Program Planning (03%) 2. Acquisition Support (07%) 3. Platform Systems/Subsystems Human Systems Performance Analysis (20%) 4. Human System Test and Evaluation (20%) 5. Human Systems Laboratory/Facilities Support (20%) 6. HSI Research and Development (R&D) Systems Support (20%) 7. Human Systems Design, Development, and In-service Support (07%) 8. Human Systems Integration Project Management (03%) SPECIAL REQUIREMENTS Any resulting contract is anticipated to have a security classification level of Secret. Personnel and Facility Security Clearances will be required at date of contract award. ELIGIBILITY The applicable NAICS code for this requirement is 541330 and the size standard is $27M. The Product Service Code (PSC) is R425. SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package of no more than ten 8.5" x 11" pages (font no smaller than 10 point) demonstrating ability to perform the services listed in this Technical Description.
