- The Uniformed Services University of the Health Sciences (USU), located on the National Naval Medical Campus (NNMC) in Bethesda, MD, intends to negotiate on a sole source basis with High Throughput Genomics (HTG) in Tucson, AZ for one SuperCapella Imaging System, including a one year service agreement, installation, and training. This product will be procured in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures. Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The project is to develop a high throughput Radio-Informatics platform to analyse gene expression signatures for radioprotection and biodosimetry. The project uses the qNPA array plate technology with a defined gene set for radiation exposure and then create an emergency response test. The assay is carried out in a 96 microplate and the array needs to be read and analyzed by a specially designed chemiluminescence imager in very high-throughput. The absolute need of SuperCapella Imager and for sole source: 1. The assay is performed using a HTG kit 2. The kit can be analysed only by HTG SuperCapelleIa Imager 3. The imager comes with proprietary 96 plate array reader which is absolute necessity for sample analysis 4. The HTG assay kit has been used to generate samples during the last six months. If the associated HTG imager is not used, all six months of research will be lost. 5. The unique capability of SuperCapella Imager to extract data in high-throughput from 47 spot arrays, which is a deliverable of the funded project, cannot be met, if we do not have the imager and associated software. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the abovementioned requirement as specified. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government. Responses must be received via email ( benjamin.kacher@usuhs.mil ) by 9:00 a.m. EST on March 25, 2011.
