- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant of a firm fixed price purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-50. The NAICS Code is 334516. This announcement constitutes the only solicitation; a solicitation document will not be issued. This synopsis is to notify contractors that the government is seeking competition in accordance with FAR Part 13.106 for equipment with the following specifications, under the simplified acquisition procedures. Prospective offeror's are responsible for downloading the solicitation and any amendments. It is the offeror's responsibility to monitor the FedBizOpps website for the release of any amendments to this solicitation. The Government reserves the right to award a contract without discussions, if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. This solicitation is issued as a request for Quotation (RFQ). The Food and Drug Administration (FDA) is seeking competition for vendors capable of providing the following: A High Performance Liquid Chromatograph (HPLC) for the Division of CDER/OPS/OTR/DPQR. Instrument must be newly manufactured unit, not used or refurbished or previously used for demonstration. System must interface with the Groton Biosystems Autosampler to allow at-line sample analysis. Minimum Technical Specifications: Item 1: HPLC Quternary Pump: The pump should meet these technical specifications: Maximum pressure 600 bar, build-in 4-channel degassing unit. Includes quaternary pump, column, connecting capillaries, solvent cabinet and CAN cable Item 2: HPLC Binary Pump: • The pump should meet these technical specifications: • The pump must have a settable flow range of 0.001 - 5 ml/min, in 0.001 ml/min increments. • The instrument must have an operation pressure range of at least 0 - 120 MPa up to 2 ml/min (0 - 1200 bar, 0 - 17400 psi) 80 MPa up to 5 ml/min (0 -800 bar, 0 - 11600 psi) • The pump must have dual core processor control - a separate microprocessor for controlling piston movements • The gradient formation must be high-pressure binary mixing, delay volume 10 µl without mixer, below 50 µl with small microfluidic mixer • Dual piston in series - independent drives per channel and active damping • Solvent selection valve must be included to select a binary mixture (isocratic and gradient) from four independent solvent bottles • Must have an integrated degasser for best flow stability especially at low flow rates or highest detector sensitivity • Active seal wash option must be available as an option for handling of solvents containing salt buffers • The instrument must provide extensive information for diagnostic purposes and built-in tests independent of data system used as for example: o Leak test - built-in troubleshooting test designed to demonstrate the leak-tightness of the pump o Pressure test - quick, built-in test designed to demonstrate the pressure-tightness of the system o Pump solvent delivered o Seal wear • Includes solvent selection valve, connecting capillaries, column, solvent cabinet, bottles, system tool-kit and CAN cable. Item 3: Autosampler with Peltier cooling A 1200 bar autosampler module, with less than 100 ul of hydraulic delay volume and low carryover with flow-through injection design and A Peltier device to control the temperature with humidity control • The draw and eject speed must be user settable • The instrument's autosampler must have a flow through design with variable injection volume. • The autosampler must have an injection volume range of 0.1 - 20 µl in 0.1 µl increments with no hardware changes • Exchangeable cartridge loop from the front of the instrument • The minimum sample volume needed when sampling 1 µl in 100 µl microvial must be from 5 µl sample, or from 10 µl sample in 300 µl microvial • The instrument's autosampler must have a safe leak handling system that is provided together with instrument leak sensors. Item 4: Thermostatted Column- Quantity 2 • Thermostatted column Compartment requiring low dispersion or special valve solutions. Temperature up to 100 degree C and Valve drive. • Columns of up to 30cm length must be supported • Must offer an electronic column-identification module for documentation of column type, and major column parameters • 2 independent temperature zones must be available • Tempearture ranges: 10°C below ambient to 100°C at up to 2.5 ml/min flow of pure Water • 10°C below ambient to 80°C at up to 5 ml/min flow of pure Water • Temperature stability of +/- 0.05 ° C • Temperature accuracy must be ± 0.8 °C or ± 0.5 °C with calibration • Warm up and cool down times: 5 min from ambient to 40°C • 10min from 40°C to 20°C • The module must enable pre column heating and post column cooling • It must offer 2 different heat exchanger volumes, • Leak detection and safe leak handling design must be incorporated in the module housing. Item 5: 2 position/10 port Valve-head 2 position/10 port Valve-head Kit, with 1200 bar valve head and all required low dispersion capillaries and heat exchangers. Item 6: Fluorescence Detector For multi-wavelength detection, on-line acquisition of Ex and Em spectra, up to 74 Hz data rate, with a Standard flow cell 8 uL. Item 7: Refractive Index (RI) Detector 8 uL flow cell and LAN interface and twisted pair cable. Item 8: Diode Array Detector: Quantity 2 • Provide the highest sensitivity and baseline stability, 160Hz data acquisition rate, RFID tags for cell and lamp, with a standard cell 10 mm path length and provide a high sensitivity cell Cartridge type 1.3-μL, 60-mm path length. • The detector must have a wavelength range must be at least 190-640 nm, that can be set in 1 nm increments • The diode width should be less that 1 nm • The detector should have1024-element diode array optical bench. • The detector (wavelength bunching) must be programmable from 2 to 400 nm, in steps of 1.0 nanometer. • The diode array detector should have a +/- 1 nm self calibration with deuterium lines with verification with holmium oxide filter • The detector slit width must be programmable to: 1, 2, 4, 8, 16 nanometers. • The diode array detector should be time programmable for:  Wavelength  Peak width  Bandwidth  Autobalance  Wavelength range  Threshold  Polarity  Spectra storage Item 9: Analytical Scale Fraction Collector with Peltier cooling Flow rates up to 10 ml/min, collection in containers up to 48 mm in height, with semi-prep needle up to 75mm height with delay sensor. Equipped with a peltier cooling device. - Tray holding 215 tubes,12x100mm,7ml for use with G1364A/B/C Fraction collector - Tray for 4 well plates, cooled for use with G1364A/B/C Fraction collector - Tray for 27 Eppendorf tubes 0.5/1.5/2 mL Item 10: 2 position/6 port Valve 600 bar pressure limit. Include valves plus accessory kit. Option to change the valves via quick release. Item 11: Multi-column selection valve head with low dispersion kit 600 bar QuickChange valve head for up to 6-column selection. - Low dispersion capillary kit, 0.12mmID Item 12: Software, PC, and Licenses -The instrument modules must communicate with each other through a CAN (computer area network) and the computer-independent control module and the computer-based control software has a context-sensitive information system about the detector to comply with the requirements for operator qualification. - The instrument's software has the capability of electronic records of maintenance and errors. -Provide a desktop PC and monitor to run the software. -Provide all required software licenses to operate the system. Item 13: Accessories - External Contacts Board - General Purpose Cable GPIO-Open End - Dual-channel A/D interface box - General Purpose Interface Cables - TCP-IP LAN MIO board for Host Communication - Column/valve organizer. Includes base plate, organizer plate to hold up to 6 columns. - Universal Interface Box - Appropriate solvent bottles OPTIONAL: Multi-Angle Laser Light Scattering Detector (MALLS) For accurately measuring the absolute molecular weight, size, and conformation to be attached to the current system, within 1 year of acquisition. Item 14: Delivery, Installation and On site training - System Delivery - Full system, software, and peripheral installation. - On site hardware and software training. Price: The vendor shall provide a price in accordance with the requirements of the technical specifications. Purchase order is contingent upon the availablility of funds for this purchase. Evaluation factors for selection of a UPLC system are as follows: Award will be made to the vendor whose quote offers the best value to the Government, technical, price and other factors considered. The Government may award this purchase order to other than the lowest price technically acceptable quote therefore descriptive literature that must be sufficient enough that questions would not have to be asked of the vendor or a search for supplemental literature would not be necessary should accompany quote. The award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures.
