Drawing 000-0224 (Attachment 1) THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. ***This solicitation is being issued using Simplified Acquisition Procedures.*** ***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-50.*** *** The associated North American Industrial Classification System (NAICS) code for this procurement is 332919 with a small business size standard of 500 employees. This requirement is a 100% Small Business Set-Aside.*** Background: The National Institute of Standards and Technology (NIST) has a need to purchase vacuum jacketed multi-section helium transfer lines to replace existing spool pieces that currently provide cooling for the NIST Center for Neutron Research (NCNR) liquid hydrogen cold neutron source. The new lines will provide parallel cooling for the current source as well as a new much smaller cold source. ***Line Item 0001 is a partial Brand Name or Equal requirement. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristics of products that will be considered satisfactory to meet the agency's needs.*** ***All interested Contractors may provide a quote for the following: Line Item 0001: Quantity Two (2) Vacuum Jacketed (VJ) Multi-Section (Spools) Helium Transfer Lines, which shall meet or exceed the following minimum specifications: The following specifications cover the minimum requirements for the design, fabrication, and testing of two (2) Vacuum Jacketed (VJ) Multi-Section (Spools) Helium Transfer Lines. Drawing 000-0224 (Attachment 1) details the dimensional requirements for all of the spool sections. All spool sections shall be designed, fabricated, cleaned and tested in accordance with the best mechanical and cryogenic engineering practices. General Specifications: A. Each line must consist of at least five (5) sections (spools), with two (2) spools containing remote actuated flow control valves. B. All connections between spools must be made with bayonet type assemblies. C. All spool pieces must be nominal 2" inch (2" inch internal pipe with a 4" inch pipe jacket), except as noted in Attachment 1. D. Expansion joints must be installed, as necessary, in the spool jacket pipe to compensate for the differential rate of expansion and contraction between the inner line and jacket pipe. E. Each spool piece must be equipped with a 1" inch combination evacuation and relief port including vacuum gauge tube manifold isolation valve and dust cover assembly, and a Teledyne Type DV-6R thermocouple vacuum gauge tube or Equivalent, which shall meet or exceed the following salient characteristics: 1. Range: 0-1000 mTorr 2. Mount: 1/8 NPT 3. Other: Ruggedized for weather Compatible with Hastings VT-6B Controller F. The Contractor shall also supply two (2) removable valve operators. Normal (Steady State - Cold) Operating Conditions: A. Pressure: 150 psig maximum B. Temperature: Supply Line: 14K Return Line: 20K Bayonets: A. All bayonets must be close-tolerance type designed for liquid helium service. B. Specific bayonet types are required for some spool pieces and are explicitly called out in Attachment 1. C. The Contractor shall provide clamps for all bayonet junctions. Valves: A. CVI Model V-2080 flow control valves with P-285 electro-pneumatic position actuators or Equivalent, which shall meet or exceed the following salient characteristics: Valves: 1. Remote flow control valves designed for liquid or cold dense helium service 2. Remote control with pneumatic position actuators 3. Linear contour flow control plugs 4. Open/closed limit switches 5. Heat Leak: 12 BTU/hr max (1½" Valve), 16 BTU/hr (2" Valve) 6. Normally open (fail open) Position Actuators: 1. Dead Band: 0.1% input span maximum 2. Step Response: 0.5 sec maximum 3. Steady-State Air Consumption: 0.25 scfm maximum 4. Hysteresis: 0.5% of output span maximum 5. Linearity: 1.0% output span maximum 6. Input Signal: 4-20ma 7. Stainless Steel tubing B. Size: One (1) valve must be 2" Inch One (1) valve must be 1.5" Inch See Attachment 1 for location and orientation C. Heat Gain: 5 Watts maximum at 20K D. Operation Mode: Fail open E. Flow Control: Linear F. Positioner: Electro-pneumatic, 4-20 mA control signal with gauges and stainless steel tubing G. Position Switches: General-purpose limit, both open and closed Materials: A. Inner Line (rigid): 304 Stainless Steel ASTM A312 Pipe (Material Certification required) B. Outer Pipe (rigid): 304 Stainless Steel ASTM A312 Pipe (Material Certification required) C. Flexible: 300 Series Stainless Steel with Stainless Steel Braid D. Expansion Joints: 321 or 347 Stainless Steel Bellows (Material Certification required) E. O-Rings/Seals: Nitrile Rubber (Buna-N) F. Other: Materials resistant to corrosion (i.e., stainless steel) Heat Leak Rate (14K Service): A. Rigid Pipe: 0.95 Btu/Hr-Ft maximum B. Flexible Pipe: 3.00 Btu/Hr-Ft maximum Insulation: A. The inner pipe must be insulated with a static vacuum, laminar radiation shielding (15 alternate layers of aluminized Mylar and Dexter paper minimum), and a chemical gettering system. B. No loose insulation or powders will be accepted. Welding: A. Tungsten inert gas (TIG). Cleaning: A. All surfaces must be free from moisture, dirt, organic compounds, scale, print or other foreign matter. Attachments: 1. Drawing 000-0224.pdf (Attachment 1) Tasks: Load Line Design: The Contractor shall provide draft design drawings of the load lines not later than one (1) month after award. The drawings shall illustrate the overall design of the load lines. NIST will review the proposed load line design for compliance with specifications and to make a reasonable determination that there will not be any unforeseen complications. Any changes to the proposed design must be mutually acceptable between NIST and the Contractor. The Government will provide comments on the draft design to the Contractor not later than two (2) weeks after receipt of materials. Testing: Pressure and Leak Rate: Contractor shall provide certification that each spool has successfully completed the pressure and leak rate tests: A. Testing must proceed after each spool has been evacuated and baked. B. Pressure: Each spool must be pneumatically tested at 1.5 times the design pressure. C. Leak Rate: Each spool must be tested with a helium mass spectrometer. Each weld, joint, coupling, and other connection must be tested when surrounded with helium through bagging. The leak rate must not exceed 1.0 x 10-9 standard atm cc/sec. Vacuum Retention: Contractor shall provide certification that each spool has successfully completed the vacuum retention test: A. Minimum seven (7) day test. B. The spool is acceptable if there is no rise in pressure, other than outgassing, after pump-down. Outgassing must be limited to a small rise in pressure immediately preceding pump-down followed by several days of no pressure increase. C. The maximum allowable pressure due to outgassing is 35 microns. A steady increase throughout the test period is unacceptable. Deliverables: The Government requires delivery to be made according to the following schedule: Deliverable Due Dates Load Line Design One (1) month from the date of award. Comments from Government due in two (2) weeks after receipt of materials. Delivery of Load Lines Three (3) months after the date of award. and Test Certifications Inspection and Acceptance: In addition to the inspection and acceptance terms articulated in 52.212-4(a), the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor's expense. Upon delivery of the transfer lines to NIST, the lines will be inspected for conformance with the above specifications and drawing 000-0224 (Attachment 1). If the lines do not meet the requirements of the specifications and the drawing, the load line will be deemed unacceptable and will be returned to the manufacturer for repair or replacement at no expense to the Government. Delivery: Delivery terms shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver line item 0001 to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-1640. Technical Evaluation Criteria: Award shall be made to the firm that provides the lowest priced, technically acceptable quote. Technical acceptability means that the quote meets all of the stated minimum specifications. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," and 2) Price. Technical Capability: Evaluation of Technical Capability will be based on the information provided in the quotation. NIST will evaluate whether the offeror has demonstrated that its proposed equipment meets or exceeds all minimum requirements. Quotations that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. If an offeror does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not. Price: Quoted price will be evaluated for reasonableness. Provisions and Clauses: The following provisions and clauses apply to this acquisition and are hereby incorporated by reference. (c) Review, comment, acceptance or approval by the Government as required under this contract and applicable specifications shall not relieve the contractor of its obligation to comply with the specifications and with all other requirements of the contract, nor shall it impose upon the Government any liability it would not have had in the absence of such review, comment and acceptance or approval ***Department of Commerce Agency-Level Protest Procedures Level above the Contracting Officer is also incorporated. It can be downloaded at www.nist.gov/admin/od/contract/agency.htm. *** ***All quoters shall submit the following: 1) An original and one (1) copy of a quotation which addresses Line Item 0001; 2) An original and one (1) copy of the technical description and/or product literature; 3) Description of commercial warranty; 4) An original and one (1) copy of the most recent published price list(s); 5) Country of Origin information for each line item.*** ***All quotes shall be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Joshua Holliday, Building 301, Room B175, 100 Bureau Drive, Stop 1640, Gaithersburg, MD 20899-1640. *** This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation. ***Submission shall be received not later than 3:00 p.m. local time on April 4, 2011 at the National Institute of Standards & Technology, Acquisition Management Division, 100 Bureau Drive, Building 301, Room B175, Mail Stop 1640, Gaithersburg, MD 20899-1640, Attention: Joshua Holliday. Because of heightened security, FedEx, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice shall be made to the Contracts Office at 301-975-4959. For non-U.S. citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility. Offerors shall submit their quotations so that NIST receives the complete quotation not later than 3:00 PM Eastern Time on April 4, 2011. FAX quotations shall not be accepted. E-mail quotations shall be accepted at joshua.holliday@nist.gov. E-mail quotations shall not be deemed received until the quotation is entered in the e-mail inbox of Joshua Holliday. ***
