- Description
- In order to promote early exchange of information with industry in accordance with FAR Part 15.2, the Naval Air Systems Command (NAVAIR) issues this Request For Information (RFI). This request for information will be used to compile industry interest and manufacturing capability for potential future Antenna Group OE-120( )/UPX requirements. THIS IS NOT A SOLICITATION, BUT A REQUEST FOR INFORMATION. THE GOVERNMENT WILL NOT PAY FOR THE INFORMATION SUBMITTED IN RESPONSE TO THIS SYNOPSIS. The Government tentatively anticipates a requirement for a quantity of up to 41 Antenna Group OE-120( )/UPX from CY2017 through CY 2030 at a rate of approximately 1 to 3 units per year. The equipment shall be a form/fit/function equivalent to the existing Antenna Group OE-120()/UPX, including all military specifications, military standards, and physical and performance requirements outlined in Military Specification MIL-A-29563 (AS). The Equipment shall be capable of interfacing with the current configurations of various shipboard weapon systems (CEC, C&D, SSDS MK 2, ACDS, AWS, MK23 TAS) as well as various configurations of the AN/UPX-24(V) Interrogator Set and AN/UPX37 or AN/UPX-41(C) Interrogators. The equipment shall be a Phased Array, Electronically Steered Identification Friend or Foe (IFF) antenna system that can be instantaneously redirected to any azimuth position to provide real-time IFF information. Respondents must provide details to assess the technical changes that would be required to their existing system in order to meet the requirements and delivery schedule. Estimated Non-Recurring Engineering costs and Production Unit Cost per year required to achieve the included requirement and proposed schedule is requested with level of fidelity in the estimate as Rough Order Magnitude. THIS RFI IS NOT A REQUEST FOR PROPOSALS; however, responsible interested parties (limited to US respondents only) should submit information in which they can identify interest and capability to respond to this potential requirement. Detail to assess the technical changes that would be required to their existing system in order to meet the included requirement and schedule is required. Estimated Non-Recurring Engineering costs and Production Unit Cost per year required to achieve the included requirement and proposed schedule is requested with level of fidelity in the estimate as Rough Order Magnitude. Responses must be received by 3:30 p.m. EST on 15 April 2011. Respondents submit information at their own risk; Submission of a response to this request will not obligate the Government in any manner. The Government will not reimburse the respondent for any cost associated with information submitted with this request. Proprietary or restricted information should be marked as such and will be protected and used only for the purposes of this RFI. This RFI does not constitute an invitation for bid or request for proposal. Any procurement action for OE-120( )/UPX will be the subject of a separate, future announcement. Follow-on communication, including one-on-one meetings, may result from this RFI. The response shall include: 1) Technical detail as requested above, 2) Estimated cost detail as requested above, 3) What type of work has your company performed in the past in support of the same or similar requirement, 4) Can or has your company managed a task of this nature before, 5) Has your company managed a team of subcontractors before, 6) What specific technical skills does your company possess which ensure capability to perform the task, 7) Provide company name and address, cage code, business size and status, and a point of contact. The submission shall not exceed twenty (20) pages and is requested no later than 15 April, 3:30 PM Eastern Standard Time. The information presented in this announcement does not obligate the Government in any manner.
