- The purpose of the amendment is to correct the location of the project area as indicated below: The Bureau of Land Management proposes to negotiate a noncompetitive award of a contract to Walker Research Group LTD to conduct an ethnographic study in order to identify properties of historic, traditional, contemporary, and ongoing religious and cultural significance and importance to the Shashone-Paiute Tribes of the Duck Valley Indian Reservation. The Idaho Power Company has applied for a right-of-way grant for the Boardman to Hemingway 500 kV transmission line across federal lands administered by the Bureau of Land Management/Forest Service/Bureau of Reclamation (hereafter referred to as ¿Federal Agencies¿) in eastern Oregon and southwest Idaho. Federal Agencies are mandated to consult with tribal governments whose interests might be directly and substantially affected by activities authorized on federal lands. The purpose of this study is to document Shoshone-Paiute use and reliance on the natural and cultural resources within the area of potential effect. Data review will include interviews with knowledgeable tribal elders to locate and identify properties of potential traditional cultural and religious significance. It is believed that the Walker Research Group is the only entity with access to Shoshone-Paiute elders and records necessary to complete the study. A final ethnographic report will include: Site maps (where approved by the Tribes); A bibliography of the literature reviewed; A thorough discussion of the methods used in conducting the study and interviews; A summary of major findings; and To the extent permitted by the Tribes, the identification of resources and properties of traditional religious and cultural importance by the Shoshone-Paiute Tribes. This information will be used in consultation with the Shoshone-Paiute Tribes and the development of the Environmental Impact Statement for the Boardman to Hemingway 500kV transmission line project. This acquisition is pursuant to 41 USC 253(c), Justification for Other than Full and Open Competition. The applicable NAICS code is 541720.
