Description
Provides Diameters, length and types of materials that the 6 miles of gas line is comprised of Describes what info is required to be submitted to Civil Engineering and the time schedule for those submittals Understanding that this project may not eventuall get funded Description of work and requirements to perform the work A full description of the project is detailed in the attached Statement of Work. This brief description is simply a synopsis of the 20 page Statement of Work. The project is divided into four (4) distinct phases: 1) Survey the approximately 6 miles of natural gas lines to identify any leaks, check the status of the cathodic protection and indentify the gas meters that will need to be installed / replaced. 2) Ensure the entire gas line is cathodically protected, replacing the anodes and installing new ones, as needed. 3) Inspect / install and calibrate natural gas meters. 4) Repair leaks, as needed. The work will be performed both inside and outside the restricted area of Schriever AFB, so special attention needs to be paid to the security information in the attached Statement of Work. See the attached Statement of Work, dated 16 Mar 2011 for the complete details of this project. This project is NOT CURRENTLY FUNDED, but authorization has been granted to solicit for proposals as a FY 2011 Project. All proposals must be valid from the closing date of 28 Mar 2011 through 30 Sep 2011, as funding is projected in the last quarter of the fiscal year (Jul, Aug, Sep) timeframe. However, it is possible this project may not be funded at all. Proposal Details: All proposal submissions should break down the pricing structure in the following manner: CLIN 0001 (Fixed Priced) Natural Gas Survey & Report $___________________ CLIN 0002 (Fixed Priced) Cathodic Protection & Anode Replacement $______ CLIN 0003 (Fixed Priced) Gas Meter install / Replace and Calibration $_____ CLIN 0004 (Cost Reimbursement Basis) Leak Repair - Price proposal is not required. Cost must be pre-approved before expenditure and re-imbursement will be based on actual cost and does not include Overhead or Profit. All Proposals shall include a signed copy of the "Hold Harmless" agreement, relevent work experience and qualifications. Any proposal received without the "Hold Harmless" will be considered "Non-Responsive" and will not be considered. Response Date: No Later Than 28 Mar 2011, 1:00 PM Mountain Standard Time (MST) Site Visit: Will be 21 Mar 2011 at 10:00 AM. Interest parties should meet at the Visitor Center outside the gate of Schriever AFB on Enoch Road. The site visit will last between 1-2 hours depending on the questions asked. Questions & Answers will be posted on FedBizOps as soon as possible after the site visit. Period of Performance: 58 days from the Notice to Proceed. Eight (8) days for Vehicle / Personnel clearance and 50 days for contract performance. Contract Type: Fixed Price contract with a Cost Re-imbursement CLIN for Leak Repair Set-Aside: This is a 100% Set-Aside for Small Business Bsae gas line Map: The base gas line map is classified as "For Official Use Only" (FOUO) and due to the threat of terrorism will not be posted on FedBizOps. The map is viewable at the site visit and from 8:00 AM to 3:00 PM weekdays at the 50 Contracting office, Room 361.
