- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with PA Consulting Group, Inc., 4601 N Fairfax Drive, Suite 600, Arlington, VA 22203-1546 for Modeling and Simulation Analysis Services necessary to support the Joint Strike Fighter Program Office (JSFPO). Requirements include the following areas: Technical Program Support; Program Management Support; Specific Analysis Support; Program Data Assessment Support; Program-wide Assessment Support; Program Management Modeling System (PMMS) Refinement and Calibration Support; and PMMS Modeling Simulation, and Analysis. The Government intends to procure the above service under the authority of 10 USC 2304 (c) (1), FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The period of performance on this procurement will be one-year from date of award, with two (2) one-year option periods. The Joint Strike Fighter (JSF) (F-35) program is a joint DoD ACAT 1D major acquisition program that includes the U.S. Air Force, U.S. Navy, and U.S. Marine Corps. JSF also includes eight foreign partner countries formally identified as Cooperative Partner Participants (CPP) along with two other countries called Security Cooperative Participants (SCP). PA Consulting Group is the only source that can currently perform follow-on program simulation analyses without substantial duplication of cost and unacceptable delay. PA Consulting Group, Inc. is currently supplying the support services for this requirement, utilizing a proprietary F-35 Simulation Software that the contractor developed independently. Replacing PA Consulting Group, Inc. with a new contractor would result in the necessity of developing an entirely new modeling software system, redevelopment of the F-35 program analysis capability, redevelopment of the modeling system, the need to test and prove validity of the analysis results, loss of continuity and context, and duplicated effort to gather data and gain familiarity on data sources. PA Consulting Group, Inc., having the knowledge of F-35 proprietary performance data makes them uniquely qualified to perform further modeling, simulation and analysis in greater detail to simulate and analyze F-35 activities. The impact of failing to award this continued support for the JSF program is both operational and financial. Given the urgent need for high quality program analyses during the next two year replanning period, it is important to continue PA Consulting Group's analysis efforts without an interruption in deliverables. A potential gap would impact the program office's ability to review aircraft contractors plans against PMMS outlook simulations, continue to systematically track changes in program baseline against the 50,000-equation tailored simulation model and related databases, cross check important assumptions, and appropriately assess risks and mitigations in a timely manner. PA Consulting Group's analysis efforts are currently feeding into capability reviews, air system software assessments, production capacity analyses, and analysis of other high priority, critical issues. These efforts/products support all product Integrated Product Teams and Senior Leadership decision making. Furthermore, there is a financial impact to disrupting the JSFPO Operations, because a re-start after a stoppage will lead to duplication of costs that will not be recovered. A determination by the Government not to open this requirement to competition based upon the response to this notice is solely within the discretion of the Government.
