Description
a. The requirement consist of provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide lodging, meals and conference facilities, equipment and transportation. Place of performance is located at Barbados on the 8-14 May 2011. b. All food and beverage items under this contract shall be subject to Vet Inspection. Should a Vet inspection result in unacceptable rating, the contract will be terminated in its entirety. c. The facility shall have a modern professional system of internal and external security. The facility shall heighten security posture starting the morning before the conference and continuing until the evening of the day after the conference. If external security augmentation is exercised, the facility security manager shall ensure complete and unlimited access and seamless coordination between its organic security systems and the external augmentation units. The facility must be vetted thru the US Embassy. d. Provide shuttle services to and from the Grantley Adams International Airport. Arrival and Departure days can expect 2-8 participants arriving/departing at the same time. Shuttle services should be able to accommodate this number of passengers plus 2-3 piece of luggage per person e. Rooms, on the 8th, 12 rooms, the 9th 12 rooms, the 10th 22 rooms, 80 rooms on the 11th,12th, 13th and 9th rooms on the 14th any other rooms, suites, and services are the responsibility of participants arranging them and the government will not be held liable. f. Buffet breakfast and lunches shall be available in accordance with the following schedule: Lunch Conference Room shall be set up with rounds of 8 or 10 that can comfortably accommodate 100 participants, plus the additional space needed for lunch buffet setup. g. The Contractor shall provide an on-site facility for the Government to host a Welcome Reception for 100 persons on Wednesday 11 May 2011 from 6:00 p.m. - 8:00 p.m. The Welcome reception shall be located in a private area. Menu, heavy hors d' oeuvres, coffee, tea, juice, bottles water, and, soft drinks. h. Contractor shall provide a coffee break twice a day (morning and afternoon). The break area shall be set-up outside the main conference room. Break services shall be arranged according to the hours of the conference and set up 30 minutes prior to break time. The COR will coordinate with designated staff every evening to establish Coffee Break times for the following day, or provide the Contractor with a copy of the Conference agenda. All changes shall be coordinated with the hotel at least 24 hours in advance. i. Conference Facilities. Dates required from 12-13 May 2011. The hotel shall provide a main conference room in The Main Meeting Room shall be set up in classroom style that can comfortably accommodate up 100 participants. The conference room shall have dimmer switches and black out curtains (or similar) to allow for Power point presentations. All seats will be cushioned. There needs to be a projection screen for power Point presentation, Computers, audio visual and shall be installed, tested, and fully operational in the Main Meeting Room no later than the evening of 11 May 2011. The equipment shall be used until 13 May 2011. All computers shall have internet access. All computers shall be able to print to either printer; this can be done with either a network set up, or wireless capability with the printers. j. The Contractor shall provide one (1) administrative room adjacent to or very near the conference room for staff personnel working at the conference. This room will be used as the conference Command/administrative center and shall be furnished with a table that can accommodate office space for staff of eleven (10) personnel. Room shall also include space and electrical hook-ups for the below listed equipment. Extra power drops and surge protection may be needed to accommodate this equipment. Adequate lighting must be available. The Contractor shall provide the Government access to this room 24-hour a day. The administrative room shall be physically secured by the COR daily to prevent unauthorized access by non-Government personnel during the contract period of performance. Equipment: Four networked computer workstations, two black & white printers, 2 color inkjet printers, 1 professional high-speed, form-fed copier and local area Network (LAN) to connect computers and printers. Break-out Room /seminar rooms (5): Dates required 12-13 May 2011 each breakout room shall be set up in a square L. Formation with tables and chairs that can comfortably accommodate up to 18 participants. Rooms must be completely setup and available (with required tables, chairs, internet, lights, A/C, from 08:00 AM on 12 May 2011 until 6:00 PM on 13 May 2011. k. Contract Award Procedure: The proposed services will be obtained by Firm-Fixed Price Contract. To be eligible for contract award, a firm must be registered in the Central Contractor Registration (CCR). Register via the CCR Internet site at http://www.ccr.gov. l. The solicitation will be posted on or about 21 March 2011.
