- Full solicitation for the M&E Support Services The purpose of this Statement of Objectives (SOO) is to obtain performance management support that will improve data quality and results reporting of implementing partners (IPs) across USAID/Tanzania's technical areas, specifically education, agriculture, environment, health (non-PEPFAR) and democracy and governance. The support will be targeted at improving the functionality and usefulness of the Mission's web-based Implementing Partner Reporting System (IPRS) and conducting data quality assessments (DQAs). USAID/Tanzania expects to improve the functionality and utilization of its IPRS as a performance management tool through this contract in several ways. Primary among these are to eliminate errors in the system, improve the usefulness of the system-generated reports as well as the utilization of the system by Mission staff to manage activity-level performance, make the system more user-friendly, and to improve the regularity and quality of the data being entered into the system by the Mission's IPs. Additionally, by the close of the contract the Mission expects that at least one Tanzanian member of the contractor's implementation team will be able to fully manage the technical aspects of the IPRS, from database management to web design, as well as effectively train IPs and Mission staff on how to use the system. The Mission expects to have high quality DQAs conducted, which shall include follow-up action plans for implementing the recommendations. Those plans should be developed in coordination with the IPs and respective technical teams.
