Description
The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to support adhoc Motor Transport Licensing Verification Services for the Training and Education Command (TECOM). The Regional Contracting Office-National Capital Region (RCO-NCR) is requesting responses from all concerns. The qualifying code for this effort is NAICS 561611. The Motor Transport Instruction Company, Marine Corps Detachment, Fort Leonard Wood, Missouri is required by DoD 4500.36R, TM 11240-15/3F, and MCO 11240.66D (Motor Vehicle Licensing Manual) to conduct Motor Vehicle Record Checks on all applicants for United States Government Motor Vehicle Operators Licenses. Historically, the method was to request this check through the National Drivers' Registry (NDR), which is done at little to no cost to the Marine Corps. After September 11th 2001, NDR request volume increased steeply and turnaround time was inordinate ”weeks and months. The risk, while waiting for NDR response, was that the school might receive negative results on students who were already weeks into their training, or that students could not graduate due to pending records checks. Marines with serious issues in their driving record must be reclassified to a new Military Occupational Specialty (MOS). In addition, verification checks are required every time the Marine Force (MARFOR) upgrades a Marine ™s license (i.e. High Mobility Multipurpose Wheeled Vehicle (HMMWV) to Medium Tactical Vehicle Replacement (MTVR) to Mine Resistant Ambush Protected (MRAP), etc). The solution is to obtain contractor support for verification checks including incidental licenses, upgrades, and renewals as an alternative in meeting required verifications. Objectives for this support include: (1) A capability to provide the results of a Motor Vehicle Records checks for approximately 60 students within 24 hours to Motor Transport Instruction Company, Fort Leonard Wood, MO for the purpose of driver qualification with an annual estimated throughput of 2,184 per year. (2) Capability to meet requirements of 49 Code of Federal Regulation (CFR), paragraph 391.23 on an as needed basis. (3) Capability to provide an inquiry into a driver ™s driving record during the preceding three (3) years to the appropriate agency of every state in which the driver held a motor vehicle operator ™s license or permit during those three (3) years. (4) Capability to accommodate Operating Force (OPFORs) requirement to obtain Motor Vehicle Record Checks, within 24 hours of notification in the event the standard National Driver Registry (NDR) process becomes backlogged. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance directly related to the objectives and qualifications in the above areas; (2) copy of required certifications, or status of certification, if pending approval; (3) Notations of time to complete previous, similar efforts and a description of any quality processes applied; (4)Link to the respondent ™s General Services Administration (GSA) schedule and/or Seaport-e IDIQ, or attached file of same, if applicable; (5) Commercial labor categories and rates used by respondents for similar services; (4) Citation of any current or past customers (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and (6) other material relevant to establishing core competencies of the firm.
