Description The National Cancer Institute (NCI), Division of Cancer Control & Population Sciences (DCCPS), plans to procure on a sole source basis with the Cancer Prevention Institute of California (CPIC), 2201 Walnut Ave., Suite 300, Freemont, CA 94538 for analysis and manuscript preparation for the Discrimination Module (DM) to the California Health Interview Survey (CHIS). This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541990 and the business size standard in $7M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve months from date of award. Although there is clear evidence that self-reported discrimination is associated with worse health outcomes, there is no single valid and reliable instrument to measure racial/ethnic discrimination among multiethnic and multilingual groups. To addresses this need, the National Cancer Institute (NCI) initiated development of the California Health Interview Survey Discrimination Module, or CHIS-DM, a multi-year transdisciplinary research initiative to develop a state-of-the-science self-reported racial/ethnic discrimination module (Shariff-Marco et al, Ethnicity & Disease 2009). The 2007 data are currently being analyzed for publication by the large CHIS-DM Research Team; these manuscripts need to be completed and submitted. In addition, the 2009 data need to be weighted and imputed, similar to 2007 data. The purpose of the current contract is to coordinate analyses of the 2007 CHIS-DM, to prepare the 2009 CHIS-DM data for analysis, to lead the meetings needed to move this project forward, and to enable the completion of two research manuscripts The Cancer Prevention Institute of California (CPIC) is uniquely qualified to carry out the terms of this contract. Staff at the CPIC have a very strong working knowledge of the California Health Interview Survey (CHIS) and were integral in developing the Discrimination Module from the ground up, which make the CPIC a unique resource for conducting this work. NCI tested two versions of the survey on a large sample of adult respondents to CHIS 2007 in English, led the process of imputation and weighting the data and is now coordinating the analysis of these data. NCI tested the Discrimination Module on the CHIS 2009 in multiple languages, and these data must be imputed and weighted similarly to the CHIS 2007 data in order to maintain continuity in results. CPIC staff have extensive skills derived from leading the imputation and weighting of the 2007 CHIS DM data make CPIC uniquely skilled to lead this process for the 2009 data. CPIC is uniquely qualified to carry out the terms of this contract because of because of the knowledge that their staff have in this area of research and with this project specifically. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if the interested party can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on March 31, 2011.
