- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ, intends to negotiate on a non-competitive basis with the Bell-Boeing Joint Program Office, for the procurement of Ten (10) each Spherical Bearing Maintenance Workaround Sets, P/N 901220-964-101WA, associated data and drawings. This set consists of Spherical Bearing Installation and Removal Tool and Retaining Ring Installation and Removal Tool, used for maintenance of the Wing Stow System on CV/MV 22 aircraft. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The spherical bearing for the Wing Stow System (WSS) requires removal and installation while on the V-22 aircraft. Thus issues such as access to the bearing location and wing thickness/curvature, as well as tight tolerances, are critical to the design of the maintenance set. Improper installation or removal can result in damage to the WSS resulting in downing aircraft for an extended period of time. Boeing is the only source with information on the aircraft environment that can design this maintenance set to work correctly within the time frame required for fleet use. This is not a request for competitive proposals. A determination by the Government not to open the requirement to competition based upon responses to this notice, is solely within the discretion of the Government.
