- Purpose of this Announcement: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; 8(a) small businesses, veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The NAICS code assigned to this acquisition is 541712 and the small business size standard for such requirements is 500 employees or less. Background and Project Requirements: The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) seeks a potential source to complete the enrollment of patients and data analysis of an ongoing study whose purpose is to compare the efficacy and safety of two antiepileptic drugs in children aged 3 months to 18 years of age. The primary objective of the study is to determine if lorazepam is efficacious and safe in treating pediatric status epilepticus when compared to diazepam. It is anticipated that any resultant contract will be a cost reimbursement type contract. Anticipated Period of Performance: The anticipated period of performance is two years from September 2011 to August 2013. Capability Statement/Information: Potential small business sources must demonstrate and document experience in 1) their ability for implementation of Exception for Informed Consent in an expedious manner; 2) the ability to recruit pediatric patients with status epilepticus 3) expertise in the treatment of status epilepticus in the pediatric population and 4) demonstrated ability of the Principal Investigator to conduct multi center pediatric trials in the emergency room setting. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. CONFIDENTIALITY: No propriety, classified, confidential or sensitive information should be included in your response. The government reserves the right to use any non-proprietary technical information in any resultant solicitation.
