Description
Army Contracting Command- National Capital Region (ACC-NCR), on behalf of the PEO Enterprise Information Systems, intends to award a sole source contract under the authority of U.S.C. 2304(c) (1), as implemented by FAR 6.302-1. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to support extension of services for the Defense Enrollment Eligibility Reporting System/ Real Time Automated Personnel Identification System (DEERS/RAPIDS) Common Access and Identification Card issuance services within the Continental United States (CONUS) and Outside the United States (OCONUS) with SERCO, Inc. (W91WAW-10-D-0077- Task Order 0009), for a period of four-months. This task order requires the contractor to perform CAC and ID issuance services for the U.S. Army Human Resource Command (AHRC) at its new BRAC location at Fort Knox, Kentucky and provide staff augmentation support at major installations world-wide. This requirement provides the resources to meet the demands being placed on in-house resources caused by the increase in the population of eligible recipients (military/civilian employees, contractor employees, DoD and non DoD federal agency and other eligible population, etc.) served in the DEERS database for issuance of all military ID cards, to include CAC, throughout the world. The contractor is required to conduct a comprehensive mobile training program for ID card issuing Site Security Manager (SSM's) and Verifying Officials (VO's). This task order also requires the contractor to ensure that the Army's Common Access Card/Public Key Infrastructure (CAC/PKI) related programs are being successfully implemented and sustained within the Army and includes HSPD-12 and PIV requirements in coordination with the Army Human Resources Command (AHRC), the Defense Manpower Data Center (DMDC) and the Defense Human Resources Activity (DHRA) and conducting other policy, procedure, and implementation and execution affected agencies and activities. The contractor management, research, and advisory activity serves as the principal interface with the Government for all its supporting contractor employees through a CAC Support Office staff under AHRC, The Adjutant General Directorate (TAGD), Soldier Programs and Services Division (SPSD), and Soldier Programs Branch (SPB). The Government's primary objectives for this task order are: 1. Superior quality customer service to all eligible Department of Defense military, civilian and contractor employees, to include their eligible dependents and other eligible personnel 2. Cards Issued that are accurate and fully compliant with regulatory guidance 3. 100% measurable proficiency of SSM's and VO's in the execution of their duties as a result of a structured training and assistance program 4. Review of major organizational programs and initiatives; evaluation of programs/efforts, proposed policies/practices/effects of and on Human Resources (HR) systems, doctrine, designs and other change engineering This notice of intent to award a sole source contract is not a request for competitive proposals. The proposed sole source contract requested is a short term acquisition for four (4) months. This sole-source contract was limited to the least amount of time necessary to obtain full and open competition as soon as possible. Phone calls will not be accepted.
